STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's Citizen Advisory Board Manual, all boards must have minutes taken and approved. Prepared minutes will be provided for approval by the board at the next regularly scheduled meeting. K) 01:11:28 Adjournment 5 Memorandum REPORT TO:Economic Vitality Board FROM:Chris Saunders, Community Development Manager Erin George, Assistant Director, Community Development Anna Bentley, Director, Community Development SUBJECT:Discussion With Economic Vitality Board Regarding Potential Parking Changes to Chapter 38, Article 5, Division 540, Unified Development Code as Part of the Unified Development Code Update, Application 21381 MEETING DATE:February 1, 2023 AGENDA ITEM TYPE:Community Development - Legislative RECOMMENDATION:Receive information and offer input. STRATEGIC PLAN:4.1 Informed Conversation on Growth: Continue developing an in-depth understanding of how Bozeman is growing and changing and proactively address change in a balanced and coordinated manner. BACKGROUND: Access to goods and services, homes, and other necessities is essential for economic activity and personal well-being. The average individual detached home generates 9.6 motor vehicle trips per day. Attached housing generates fewer trips per home. Each of those trips begins and ends with a vehicle being parked/stored in some manner. Vehicle storage uses a lot of land and costs, both public and private, are high. Americans have prioritized personal vehicle use over other travel modes. A key principle of effective regulation is that requirements are proportionate to impacts from an action. For many years, Bozeman has worked to fine tune its parking requirements to reflect local circumstances and to encourage non-motorized travel. Needs and expectations continue to evolve as the community changes. Bozeman's land use related parking regulations are in Chapter 38, Article 5, Division 540 . Parking regulations have two components, numbers of required spaces and how those requirements may be met; and design of circulation and storage areas. Discussion with the Economic Vitality Board is sought regarding the numbers of spaces and how those requirements may be met. Required numbers of parking spaces for homes has recently been reduced as part of amendments relating to affordable housing. See Ordinance 2105, Sections 12 replacing Section 38.380.030 Incentives Available and Section 15, amending Section 38.540.050.A.1. Both sections are now codified and available online, hyperlinks to the codified sections are above. 6 As part of the broader update to the Unified Development Code additional issues relating to parking are under review. Issues under consideration include: 1. Electric Vehicle Charging - site layout and ramifications on overall site design. 2. Addressing in greater detail mixed use buildings and more complex mixed use developments. 3. Simplification of non-residential parking category requirements and method of calculation. 4. Coordination with emerging parking management tools. The discussion with the Economic Vitality Board on February 1st is not to consider proposed alteration of specific numbers of required parking spaces. Both excess and insufficient parking causes problems both economic and social. Means of meeting requirements continue to evolve with new tools coming into use. Travel patterns are changing with greater remote work possibilities, population increases throughout the Gallatin Valley, and changing building forms. At the meeting, Planning Staff will provide some review of what the current code requires and how we arrived to our current standards; overview of recent changes to parking requirements; share information on local trends and new tools manifesting in development that impact parking; and share an overview of possible changes to the parking regulations. The Board may ask questions and offer input. No formal proposal is to be reviewed. UNRESOLVED ISSUES:No final resolution or proposal is made at this time. ALTERNATIVES:Work is underway and no specific decisions have yet been made. Input is requested to assist in formulating possible language for amendments. FISCAL EFFECTS:The contract for the Unified Development Code update has been approved and funded. This meeting is part of the scope of work. Final decisions, once made, on parking standards may affect parking management and other municipal operations but costs cannot be estimated at this time. Report compiled on: January 27, 2023 7
