Project Description: Pre-application meeting for advice and comments for new courthouse, Sheriff
office addition to Detention Center, Court Services building, demolition of the existing Law and Justice
Center, and related site

Planning Process/Timelines
• Master Plan for entire site – include changes to existing Justice Center
o Not required to have future pad sites developed
o Come in later with site plans after MSP is approved
• Come in with a phased SP for the two parking lots
o Do a SP for the court building
• If no Agency exemptions – no additional hearings, can all be approved administratively
• Timeline – SP and MSP
o MSP - 12-14 weeks if application is prepared
o SP – can be submitted and approved at same time as MSP
o SP for court building would be submitted after the MSP and the SP for parking lots are
approved
• No major issues with current layout
o Parking - Projects cannot have more than 125% than the minimum parking
o Create a hierarchy in your drive aisle system
Coming in through Dickerson
Site design standards – consider a primary throughway with access to all the
parking lots and services to buildings
Internal roadway with Dickerson
Designed to carry both pedestrians and vehicles
o Diagonal parking lot – can use as staging for construction, can post a bond for
landscaping and complete the landscaping prior to occupancy
• Engineering –
o Traffic generation would require a TIS
You can use the previous report as best you can, if the information is still
usable/applicable
o Hardscape – Looking for stormwater retention
Seasonal high ground water monitoring
• Suggest spring monitoring
o Several water mains into site but not connected to each other – you will need to be

aware of looping those mains
o Connection to 15th – double check to make sure access exists
o Utility services – 30 ft easement between detention center and sheriffs building
Dry utilities – private easement between landowner and utility owners; City is
not signatories on these types of easements
• Discuss with owners to determine if you can build over and abandon
later
Water-sewer easements are maintained by City
• Code is explicit – you cannot build in current utility easement
• Fire – Opportunity to not require turnaround but needs to be worked out if the City can drive
through parking lot area/secured area
o Verify doors on the Sally port so Fire can get through
o Verify the sheriff’s office would allow Fire to get through
o Eastern property edge – Verify road width for Fire to get around building; 9ft is
minimum width
o Fire is ok with phasing; just would like to ensure they can get through the secure gates
