Douglas followed up with an introduction. o Mia Dorris has joined the Sustainability Division as a Sustainability Data Analyst. o Natalie Meyer presented a tri-annual update to the City Commission on 12/6/22. o On 12/13/22 the City Commission adopted Ordinance 2065 generally revising the purchase and disposition of municipal property and held a work session about the Capital Improvement Plan for fiscal years 2024-2028. BACKGROUND:In early 2021, staff and the Recreation and Parks Advisory Board (RPAB) began to revise the city's comprehensive plan for parks, recreation, and trails. The existing plan, the Parks, Recreation and Active Transportation Plan (PROST) was adopted December 17, 2007. The purpose of the 2021-2022 planning process was to create a new, overarching document that assesses and makes recommendations to provide for sufficient parkland, trails, and recreation/aquatics programs and facilities for Bozeman citizens. The plan will also guide the expansion of these essential services as the community grows and changes. The recommendations in the plan are based on an updated review of community needs and priorities and may result in the revision of local development code requirements, procedures, and criteria. The plan also makes recommendations regarding the role of the parks, recreation, and active transportation systems in fulfilling the goals of recently adopted City of Bozeman plans and guiding documents such as the Bozeman Community Plan, Climate Plan, the County Triangle Trails Plan, and other professional industry metrics. Lastly, the plan has recommendations and supporting appendices that will improve the efficacy of the Parks and Recreation Department's tasks including master park plan review, individual park site plan review and recreational programming, cost-recovery, and marketing. A Request for Proposals (RFP) for professional services for the Parks, Recreation, and Active Transportation Plan (PRAT Plan) was advertised in March of 2021 and the City entered into a Professional Services Agreement with Agency Landscape and Planning. Consultant responsibilities include the following: background research and analysis of relevant state and local laws, 7 policies, and plans; participation in the creation and implementation of a public outreach and engagement plan; needs assessment and community goal, objective, and priority development; and assessment of the level of service of existing parks, recreation, and active transportation systems and services; implementation/policy recommendations for improving both the City's recreational program offerings and the land use/urban design components of the park system, including natural areas and the active transportation network. The First Amendment to the Professional Services Agreement was authorized by the City Commission on September 20, 2022, to include city- wide wayfinding for active transportation within the scope of the project. With the creation of the Urban Parks and Forestry Board (UPFB) by the City Commission via Resolution 5328, the Recreation and Parks Advisory Board (RPAB) was disbanded and UPFB assumed the responsibility to focus on the Parks, Recreation and Active Transportation Plan from drafting through adoption. The UPFB will forward their recommendation of the PRAT Plan to the City Commission for final adoption. With the adoption of the PRAT, the City Commission will also be asked to formally adopt the Gallatin County Greater Triangle Area Transportation Plan . The schedule for review of the PRAT Plan including appendices includes the following public meetings (subject to change with revisions to be posted on the PRAT Plan website. December 1, 2022 - UPFB Special Meeting - PRAT Work Session #1: Consultant Presentation and Discussion January 5, 2023 - UPFB - PRAT Work Session #2 (rescheduled from December 22 due to weather) January 26, 2023 - UPFB - PRAT Work Session #3: Active Transportation February 14, 2023 - City Commission Presentation and Work Session (revised date) February 23, 2023 - UPFB - Final Recommendation April 2023 - City Commission - Review and Adoption (revised date) In addition to the Sustainability Board, the PRAT Plan will also be presented by staff to the Community Development and Transportation Boards. Although recommendations throughout the PRAT emphasize that enhancements should be made to the park system to increasingly connect people to nature and to improve our management, preservation, and restoration of natural landscapes, Chapter 4 of the PRAT Draft currently titled "Adapt" may be of most relevancy to the work of the Sustainability Board. In addition, the "Connect" section which focuses on Active Transportation includes significant strategies aimed at a reduction of carbon 8 emissions. A new draft of this chapter and related Active Transportation maps and appendices will be released on the Engage Bozeman PRAT website on January 12 and discussed by the Urban Parks and Forestry Board on January 26. STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture that reinforces ethical behavior, exercises transparency and maintains the community’s trust. BACKGROUND:The City Charter was approved by the citizens in 2006 and became effective in 2008. According to Charter requirements, the City is required to establish standards and guidelines for conduct and provide annual trainings for all representatives of the City to avoid the use of their public position for private benefit. UNRESOLVED ISSUES:None ALTERNATIVES:None FISCAL EFFECTS:None Report compiled on: December 8, 2022 10 Memorandum REPORT TO:Sustainability Board FROM:Jon Henderson, Strategic Services Director Natalie Meyer, Sustainability Program Manager SUBJECT:Sustainability Board Work Plan Review MEETING DATE:January 11, 2023 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Sustainability Board Work Plan Review STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas (GHG) emissions, increase the supply of clean and renewable energy; foster related businesses. BACKGROUND:In accordance with City Commission Resolution 5323, citizen advisory boards must produce and adopt a two-year work plan. The Citizen Advisory Board Onboarding Manual outlines the requirements, timeline, and format of the work plans. On March 9, 2022 the Sustainability Citizen Advisory Board adopted a Work Plan for 2022-2023 to assist in accomplishing a wide range of initiatives which will result in a measurable impact towards the City's emissions goals and community resilience. Prior to final adoption, an introduction of items was provided on January 12, 2022 with additional discussion on February 9, 2022. Staff will present a review of all work plan items (see attached), to include a discussion about progress made and items remaining for 2023. Wherever possible, projected timeframes have been added to each item to indicate a tentative schedule for 2023, subject to change. All work plan items meet the following requirements: Aligned with City Commission priorities Finite scope Measurable outcome Implementable with existing resources Achievable in two years UNRESOLVED ISSUES:None. 11 ALTERNATIVES:As suggested by the Sustainability Citizen Advisory Board. Attachments: Sustainability Citizen Advisory Board 2022-2023 Work Plan Review - January 2023.pdf Report compiled on: January 6, 2023 12 Green - complete Yellow - in progress/ongoing Red - not yet started Work Plan Item Status Summary of Status #1) Unified Development Code (UDC) Update The Sustainability Board held three Work Sessions on the Unified Development Code (UDC) Update on July 13, 2022, August 10, 2022, and December 14, 2022. The Board provided recommendations pertaining to sustainability with an emphasis on urban agriculture and EV charging provisions. The UDC public engagement and code drafting will continue through the spring of 2023. The Sustainability Board will have an opportunity to offer a formal recommendation to the City Commission in the summer of 2023. #2) Model Property Owners’ Association (POA) Covenants On June 8, 2022, the Sustainability Board held a Work Session focused on sustainability issues to be addressed within model Property Owners’ Association covenants. After incorporating Board feedback, staff presented a set of problems and solutions during a Commission Work Session on November 15, 2022. Based on Commission feedback, City staff will continue public engagement and develop draft covenant language in summer 2023. The Sustainability Board will have an opportunity to the review proposed covenant language and make further recommendations. #3) Gallatin Valley Sensitive Lands Protection Plan The City of Bozeman is working with multiple partners and a consultant to develop the Gallatin Valley Sensitive Lands Protection Plan. In early 2023, staff will provide an update on the results of the model created and community engagement conducted. The Sustainability Board will have an opportunity to review the draft plan and make a recommendation to the City Commission in the fall of 2023. #4) Community and Neighborhood Resilience Programming On October 12, 2022, the Sustainability Board held a Work Session with a focus on neighborhood resiliency programming related to wildfire smoke and heat outreach. City staff has incorporated feedback from the Board into outreach materials that will be shared with the public in the winter and summer of 2023. A Special Presentation in the spring of 2023 will provide an opportunity for the Board to review outreach efforts and offer suggestions for future resilience programming. #5) Food System Stakeholder & Priority Mapping The Sustainability Board held a Work Session on November 9, 2022, to review the proposed approach for a community mapping project designed to enhance the City’s understanding of current challenges and opportunities within the local food system. The Board’s input will be used to develop a Request for Proposals that will be released in early 2023. The Board will be invited to provide input on the Food System Mapping engagement plan. The Board will again have a final opportunity to comment on the draft report. 13 #6) Composting Service and Collection The Solid Waste Division is working with a consultant to develop a rate model for residential curbside recycling and composting service. A City Commission Work Session took place on October 18, 2022. Based on Commission feedback, further work on the rate study is underway and revisions will be back before the Commission by April 2023. The Sustainability Board will be invited to provide input on community education and outreach planning in the spring of 2023. #7) Energy Efficiency Financing & Investing Commercial Property Assessed Capital Enhancements On May 11, 2022, the Sustainability Board held a Work Session on Commercial Property Assessed Capital Enhancements (C-PACE) and provided recommendations to staff on strategies to encourage program participation. City staff has coordinated with other departments to build awareness of the program and is developing complementary tools, such as the Planned Development Zones and other incentives. #8) Building Electrification Campaign A Sustainability Board Work Session on building electrification was held on April 13, 2022. After incorporating board feedback, City staff presented an electrification program outline during a Work Session on September 14, 2022. City Staff are actively developing contractor training resources, case studies, incentives, and residential resources. A Work Session in the summer of 2023 will provide an opportunity for the Sustainability Board to receive program updates and offer suggestions for future electrification programming. #9) 2021 IECC Building Code Update On May 11, 2022, the Sustainability Board held a Work Session on the 2021 IECC Building Code adoption process. Effective June 11, 2022, the State of Montana adopted the new building code and voluntary appendices including solar-ready design for commercial (Appendix CB) and residential buildings (Appendix RB), and net-zero energy for commercial buildings (Appendix CC). City staff have attended solar-ready training and consulted with national building experts on the optional appendices. Staff will return to the Sustainability Board with findings and recommendations by the fall of 2023. The Sustainability Board will be invited to provide input to staff and, if appropriate, make a recommendation to the City Commission. #10) Electric Vehicle (EV) Infrastructure Planning and Installations The Sustainability Board provided initial recommendations on Electric Vehicle (EV) parking provisions in the Unified Development Code Update Work Session on December 14, 2022. City staff is concurrently preparing for EV service equipment installations for city facilities and monitoring statewide planning efforts to develop a statewide fast-charging network. By the summer of 2023, the Sustainability Board will be invited to provide input to staff on EV partnerships and additional policy planning. #11) Cleanup Day During a Work Session on March 9, 2022, the Sustainability Board provided input to staff on outreach activities related to Cleanup Day and Earth Day events. Staff incorporated some of the feedback to enhance engagement during the 2022 Cleanup Day. Much of the feedback from the Board is still applicable to 2023 planning efforts. 14
