Neighborhood Updates:
Brian- Second round of updates from Hospital project. Bears in the neighborhood
Reno Walsh-Northeast neighborhood- Had 23
rd annual parade of sheds, was a great success. Still
pursuing construction noise ordinance update, meeting with developers of two projects in the
neighborhood
Tonya Stevens-University neighborhood- pursuing zone text amendment regarding allowance of
fraternity or sororities within residential neighborhoods. Upcoming fall meeting Nov. 9th
Brian brought up street safety issue for cyclists and pedestrians. Council members discussed
issues, urgency, will meet with city staff.
Bozeman creek- no updates, contending with traffic
Linda- Bogart park- seasonal traffic calming installation is coming down soon, sad to see it go
because its been effective
Brian Close-Bridger Creeklands- First annual meeting is Nov. 17
th.
Emily Talago- Annual meeting/harvest party date tbd.
Laurie McKinney-Marwyn Lindley- had neighborhood picnic, got some new members.

Chris Saunders, Planning department introduced project and shifts in community needs

underway for this project

Brad asked about city commissioner liaison expectations. Cynthia will reach out to Dani to get
more information.
Brief neighborhood updates, discussion included the Engage Bozeman website, UDC update
project, SAFE Bozeman Plan-street lights, lessons from grass roots traffic calming installations,
Economic Development Strategy
Council suggested these discussion topics be considered during future meetings with
presentations from city staff.
Question for city staff: Who controls streetlights?
Council requests a briefing from city staff on specifics of short term/long term safety initiatives
(SAFE PLAN) and possible work session to share insight from neighborhoods- especially ‘low
hanging fruit’ actions that have demonstrated success on the block/neighborhood level.

SUBJECT:Bozeman SAFE (Streets Are For Everyone) Plan and Vision Zero
MEETING DATE:January 12, 2023

RECOMMENDATION:Listen to presentation, ask questions
STRATEGIC PLAN:3.1 Public Safety: Support high quality public safety programs, emergency
preparedness, facilities, and leadership.
BACKGROUND:By request of the InterNeighborhood Council, Transportation & Engineering
Director Nick Ross will share the city's approach to the Vision Zero safety
concept and the principles outlined in the recent Bozeman SAFE plan.
"Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries,
while increasing safe, healthy, equitable mobility for all." (Vision Zero
Network) It was first implemented in Sweden staring in the 1990s. Vision
Zero is a shift from a more traditional safety approach. It is a shift from
thinking that traffic deaths are inevitable to them being preventable, a shift
from assuming perfect human behaviors to integrating human failures into
the system, from preventing collisions to preventing fatal and severe
crashes, from individual responsibility to a systems approach.
Vision Zero is a multidisciplinary approach that recognizes that people make
mistakes and the road system and policies are envisioned to ensure that
those mistakes do not lead to severe injury or fatality. The four Ps of
Bozeman Streets Are For Everyone (SAFE) Plan tie to the Vision Zero
recognition of the need for a systematic approach.
Vision Zero can be viewed as four primary components: streets, speeds,
vehicles, and people. Vision Zero uses data to focus on the prevention of
severe and fatal crashes. The four Ps of the Bozeman SAFE plan focuses on
streets through physical changes, speeds through policy and policing
changes, and people through promotion of safety education and awareness.
Ensuring that the data is viewed with an equity lens is critical as marginalized
populations may be less likely to report traffic crashes. Additionally, ensuring
that increased policing focuses on safety related issues is an important
equity issue.

City staff is targeting policy changes in the upcoming changes to the
Engineering Design Standards and Specifications and the update of the
Unified Development Code (UDC). The UDC update in particular offers
significant opportunity to embrace the multidisciplinary approach that is
core to Vision Zero.
