The calculation sheet provided is correct.
Given the large unit count, the City is willing to extend an offer to the developer to reduce the CILWR fee by ~20% if they
agree to install certain high efficiency toilet, showerheads, and clothes washers within each apartment unit. The
reduction is done as rebate at the CFO stage once the buildings are complete and confirmation of referenced fixtures
having been installed is made.
If this is something the developer would like to pursue then please indicate so with the master site plan
application. Should this offer be taken, a separate agreement will be drawn up spelling out how the deal works, with
CILWR and rebate amount tabulated by phase. The agreement will be entered prior to master site plan
approval. Individual site plans would then pay CILWR as provided in the agreement.
If the developer doesn’t take the offer, then a separate agreement will not be needed for the master site plan. Under
that scenario we’ll deal with CILWR as the phases come in for review/approval. Total payment for full buildout of all the
phases would be $102,672 as indicated in your calculation sheet.

Hi Brian,
We’re preparing the master site plan application submittal for an apartment project on Lot R‐2, J&D Family Subdivision,
Phase 2. I reached out to you early last year when we were preparing a PUD application for a live / work development
on this same property. The client has since shifted gears and is now proposing a residential development with (138) 2‐
bedroom residential apartments in a series of 12‐plex and 18‐plex buildings. We had determined at your last review that
since this is a remainder tract that no CIL of water rights were provided for this property during subdivision.
Can you please review the attached CIL water rights calculations for the master site plan (broken out by units in each
phase) and let me know if they are correct? If so, will we need to produce an agreement for paying portions of this total
as each phase goes in for site plan review? The master site plan and phase 1 are being submitted for concurrent review.
