Dear Alicia:
In response to your memorandum dated September 10, 2021, we have revised the application
documents. Responses to comments are provided below.
1. DSSP V.D.5.c - Trees or other significant landscaping features shall not be
placed within ten (10) feet of any utility main or service lines.
a. As proposed, part of the retaining wall is shown to be running over an
existing 28-inch Corrugated Metal Pipe (CMP) storm main on the west side
of the property.
b. The applicant needs to present alternative design layout to relocate the
existing CMP so as to prevent issues related to future maintenance. The
applicant needs to coordinate with Stormwater Division to address this
issue.
Response: Trees and other significant landscape features are now placed further than
ten (10) feet of any utility main or service lines. Design layout has been coordinated with
the Stormwater Division to address this issue and to relocate the existing CMP.
2. DSSP Section II.A.4 - Water Quality: The applicant must include a drainage
plan with post-construction stormwater management controls that are
designed to infiltrate, evapotranspire, and/or capture for reuse the post-
construction runoff generated from the first 0.5 inches of rainfall from a 24-
hour storm preceded by 48 hours of no measurable precipitation. For
projects that cannot meet 100% of the runoff reduction requirement, the
remainder of the runoff from the first 0.5 inches of rainfall must be either: a.
Treated onsite using post-construction storm water management control(s)
expected to remove 80 percent total suspended solids (TSS); b. Managed
offsite within the same sub-watershed using post-construction storm water
management control(s) that are designed to infiltrate, evapotranspire,

and/or capture for reuse; or c. Treated offsite within the same subwatershed
using post-construction storm water management control(s) expected to
remove 80 percent TSS.
Response: Additional capacity was added to the underground detention facility to
accommodate runoff from the first 0.5-inches of rainfall from a 24-hour storm. See
sheet C3.0. See also updated Stormwater Design Report.
3. DSSP V.A.6 and V.B.11 - If applicable, water and sewer service lines must be
shown on the southwest corner for future building (restrooms, concessions,
etc). Existing building service lines must also be shown on site plan.
Response: Sewer and water utility connections are not within the scope of work of
this project. Future needs for utilities for a concession/restroom facility will need to be
coordinated with parks staff.
