Westlake Park Improvements

Project Narrative
OVERVIEW
The site is zoned ‘Public Lands/Institutions (PLI)’ and is an existing City of Bozeman Park. The
proposed improvements are within block 1 of Westlake’s Fourth Subdivision along North 5th
Avenue and West Tamarack Street.
The proposed project will regrade the existing mountain bike course and provide stormwater
improvements. Recent improvements to 5th Avenue and Aspen Street resulted in the removal and
demolition of some portions of the existing course. Additional improvements include an entry plaza
at Aspen Street, paved pathways to circulate the park, concrete pads for bleacher accessibility,
boulevard trees and new landscaping. The existing BMX track is to remain in place with no work to
occur within the existing track at this time.
A Pre-application meeting was held on June 10th, 2021. Items discussed include accessibility for the
bleachers south of the BMX track, emergency access into the park, boulevard trees, stormwater
needs and concerns, and additional reviews or permits that may be needed. The authorization to
continue with the site plan submittal process was granted.
PROPOSED IMPROVEMENTS
Proposed improvements to the park include the following:
Mountain Bike Course: Regrading and relocating of mountain bike course. Final jump grades of
the course to be completed by Southwest Montana Mountain Bike Association and their team.
Grading shown in plans is approximate and for quantity purposes of permitting only, not for final
construction.
Stormwater Management: New infiltration basin within the northwest corner of the site. All
stormwater improvements have been designed with the intent to meet the current City of Bozeman
drainage regulations. See sheet C3.0 for the Storm Drain Plan and accompanying Stormwater Design
Report.
Entry Plaza: A new entry plaza has been designed at the terminus of Aspen Street creating an
entryway into the park and a common space between the new mountain bike course and existing
BMX track.
Park Circulation: A proposed 8-foot asphalt pathway to the north of the plaza that runs along the
new mountain bike course, path reduces to 5 foot connecting to the Children’s Memorial Garden.
Widened pathway allows for maintenance equipment to access the BMX track and mountain bike
course. Proposed 5-foot asphalt pathway to the south of the plaza to connect to the existing
concrete sidewalk along the south of the BMX track.
Concrete Bleacher Pad: Two concrete bleacher pads on the north and south sides of the BMX
track. The new southern bleacher pad is designed to connect to the existing walkway to create an
accessible route to view the track.
Landscaping: Within the disturbed area new landscaping will be planted. Improvements includes
boulevard trees along N 5th Avenue and W Tamarack Street, new planting beds with shrubs, grasses,
and groundcovers within crushed aggregate mulch, evergreen trees to screen the mountain bike
course from the Children’s Memorial Garden, and turf seeding within lawn and boulevard areas.
