Re: SUD Phase 3 Block 2 TIS
This letter and attachments are in response to the City of Bozeman’s review
comment on the TIS, dated 10/11/2022. The review comment indicted that the TIS
requires supplemental information for the intersection of Stucky Road and S 19th
Avenue. Specifically, timing of future improvements at the intersection and the type
of improvements that would mitigate traffic increases in the future, are needed.
Future Traffic Volumes
In order to determine the timing and type of improvements that may be needed
additional traffic projection were required for future conditions in 5 year increments,
based on proposed developments and the 2% annual growth rate in background
traffic, as noted in the TIS Report. An incremental traffic volume figure is attached,
which shows the AM and PM peak hour volumes for five different time periods.
The first projection is for year 2022 traffic which includes SUD Phase 3 Blocks 1
thru 4 developments. These volumes are also shown in Figure 7 of the SUD Phase
3 Block 4 Report. Traffic projections for future years 2027, 2032, and 2037 are
also shown in that figure.
Future Traffic Operations
Capacity calculations (attached) were completed based on volumes shown in the
incremental traffic projections figure based on the existing roadway controls and
recently constructed improvements at the intersection. The table below is a
summary of the measures of efficiency at the intersection that would exist if no
other improvements were made at the intersection.

In the year 2023, assuming an unlikely scenario where all of SUD Phase Blocks
are developed, all of the intersection approaches would operate at a level of
service (LOS) “C” or better. However, the maximum queue on the eastbound left
turn lane would need to store 8 vehicles in the peak AM hour and the left turn bay
is only long enough to store 6 vehicles. That means there could be some additional
delay for a few signal cycles in the AM hour, but this a condition that currently
exists and additional SUD Phase 3 traffic would not substantially impact that
condition.
In the year 2027, additional background traffic growth on Stucky Road and on S
19th Avenue would increase to the point where the eastbound approach would
operate at LOS “D” with potential to increase the left-turn queues and temporarily
block or delay eastbound through movements. Traffic growth into year 2032 would
create 11 seconds additional delay on the eastbound approach while the
southbound approach on S 19th Avenue would operate at LOS “D” in the peak PM
hour period. The year 2037 operations would require changes to signal timing to
minimize overall delay at the intersection but would still operate at an overall LOS
“D”.
Future Intersection Improvements
Attached is a figure illustrating recommended future improvements at the
intersection of Stucky Road and S 19th Avenue along with the approximate timing
of when those improvements would be needed.
The first improvement that would be needed in the year 2027 would be the addition
of a separate right turn lane for eastbound traffic on Stucky Road. That
improvement would extend desirable operations on the eastbound approach for
an additional 5 years. In the year 2032, an additional traffic lane should be
constructed on the west side of S 19th Avenue south of Stucky Road and the
southbound right turn lane could be redesignated as a thru/right lane north of
Stucky Lane. Those two improvements would allow an overall LOS “C” to the year
2037. At some time between 2032 and 2037, Stucky Road west of S 19th would
need to be improved along its length, since the projected traffic would greatly
exceed the practical capacity of a two lane roadway. Some considerations should
be made to include a three-lane roadway, with a TWLTL, when the additional right
turn lane is constructed on the eastbound approach, as illustrated in the attached
figure.

Future Capacity of Mitigating Measures
Capacity calculations (attached) were completed based on the recommended
improvements in each of the future years. The table below summarizes the
measures of efficiency associated with those improvements. The overall operation
of the intersection be LOS “C” in each of the future years. The only individual
approach that would not operate at LOS “C” would be the eastbound approach on
Stucky Road which would operate at LOS “D.” However the delay on that
approach would only be 3 seconds per vehicle more than the LOS “C” criteria.
It should be noted that the projected left-turn volume on the eastbound approach
exceeds 400 vehicles in the peak AM hour. Typically, when a left turn lane
exceeds 300 vph, dual left turns should be considered. An alternative
improvement for year 2037 traffic and beyond was analyzed and it was determined
that the increased capacity would be minimal while the required geometric
improvements would be extensive.
The level of confidence in traffic projections for the eastbound left turn movement
is questionable because it is dependent upon developments that could occur in the
northwest corner of the intersection and whether the intersection of Stucky and S
11th would be signalized. At least 25% of the projected eastbound left turn
movements would become thru movements onto Stucky east of S 19th Avenue
with the S 11th signal. More definitive project planning efforts can be set forth once
in-fill of vacant land has begun and recently constructed roads and intersections
have operated for a year or longer.
