BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's Citizen Advisory Board Manual, all Boards must have minutes taken and approved. Prepared minutes will be provided for approval by the board at the next scheduled meeting. Staff will make any corrections identified to the minutes before submitting them to the City Clerk's Office. G) 00:05:55 Action Items G.1 Parking Supply and Demand Management Tools Sustainability Board Parking Supply and Demand Tools.pdf Parking Supply and Demand Management Work Session Presentation • Economic Development Program Manager Mike Veselik presented on parking supply and demand management tools (i.e. paid parking) in downtown Bozeman. The Sustainability Citizen Advisory Board was asked to provide a formal vote on a recommendation to the City Commission to direct staff to pursue parking supply and demand management tools (i.e. paid parking) in downtown Bozeman. The Sustainability Advisory Board followed up with questions and discussion followed by a motion. 01:32:45 Motion to amend I move to recommend the City Commission direct staff to pursue the proposed parking supply and demand management tools (i.e. paid parking) in downtown Bozeman to help achieve the City’s sustainability goals as established in the Climate Plan, prioritizing using annual and net operating income to improve active and public transportation with consideration for the impact of paid parking on vulnerable populations. Interviews are being scheduled and they are hoping to fill the position by the first of the year. • Strategic Services Director Jon Henderson provided an FYI that the City Commission will hold a HOA model covenants work session on Tuesday November 15, 2022. That same night, the City Commission will also hold a UDC Overhaul work session that is specific to sustainability. In December, the Sustainability Advisory Board will hear from the City’s Community Development Director about the UDC Overhaul. H.1 01:38:04 Food System Stakeholder and Priority Mapping Work Session Food System Mapping Presentation • Sustainability Program Manager Natalie Meyer and Independent Consultant Kate Wright presented on the City’s approach to cultivating a robust local food system and starting a food system mapping project. The Sustainability Advisory Board followed up with discussion, questions, and suggestions for moving forward. BACKGROUND:Solution J of the Bozeman Climate Plan calls for an increase in walking, bicycling, carpooling, and use of transit. Candace Mastel, City of Bozeman Transportation Demand Management (TDM) Coordinator, will provide a brief presentation on the City's TDM efforts, including a Work Plan for the 2022/23 fiscal year that will address the following actions listed in the Climate Plan: Action 4.J.1 Prioritize Regional Multi-Modal Planning and Connectivity Action 4.J.2 Pursue Innovative Funding for Pedestrian and Bicycle Connections and Network Action 4.J.5 Support Trip Reduction Programs and Transportation Demand Management Additional information will be shared regarding the City's commitment to transportation safety, including current efforts to improve physical infrastructure, update policies, increase policing, and elevate promotional awareness of a safe transportation system for all users. Report compiled on: November 4, 2022 7 Memorandum REPORT TO:Sustainability Board FROM:Jon Henderson, Strategic Services Director SUBJECT:Unified Development Code (UDC) Overhaul Work Session #3. MEETING DATE:December 14, 2022 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Unified Development Code (UDC) Overhaul Work Session #3. STRATEGIC PLAN:4.2 High Quality Urban Approach: Continue to support high-quality planning, ranging from building design to neighborhood layouts, while pursuing urban approaches to issues such as multimodal transportation, infill, density, connected trails and parks, and walkable neighborhoods. BACKGROUND:Resolution 5368 adopts the Unified Development Code (UDC) Overhaul as a City Commission priority for 2022-2023, also listed in the Sustainability Citizen Advisory Board's adopted Work Plan. The UDC Overhaul will adopt changes to the Unified Development Code that facilitate increased housing density, housing affordability, climate action plan objectives, sustainable building practices, and a transparent, predictable and understandable development review process. The UDC Overhaul aims to implement the vision and goals established in the City's guiding documents such as the Community Plan, the Climate Plan, and strategic priorities like affordable housing. Throughout the project residents, developers, builders, and the community at large will be consulted on specific topics relevant to how different people interact with the code. Specific focus areas will include: Formatting and organization of the UDC Zoning Districts Sustainability Parking Park Standards Transportation On July 13, 2022 the Sustainability Citizen Advisory Board received a presentation from Chris Saunders, Community Development Manager, introducing the UDC in an effort to orient the Board on items that fall within objectives of the Climate Plan. 8 On August 10, 2022 the Sustainability Citizen Advisory Board received a presentation from Natalie Meyer, Sustainability Program Manager, further defining the overhaul process and priorities related to sustainability. On November 15, 2022 the City Commission received a presentation (and staff memo) from Jennifer Gardner of Logan Simpson, assessing potential sustainability elements to be included in the UCD Overhaul, as well as level of desired regulation for each element, as follows: Requirements for EV charging in new developments The City's approach to regulating urban agriculture (both residential and larger-scale commercial operations) The sale of home-grown and home-produced agricultural products The City Commission provided the following guidance to the project team: Aim high for EV-charging requirements - pursue options that encourage more "EV-ready" and installed solutions, as opposed to "EV-capable" Allow for height encroachments for rooftop greenhouses Allow for development of context-sensitive urban agriculture in commercial zones Consider more thoroughly the impacts of allowing sales of home- based agricultural goods in residential zones On December 1, 2022 a "Code Connect" meeting was held to provide addition opportunities for the community to learn about the UDC Overhaul and gather input on proposed approaches specific to sustainability. Jennifer Gardner, Senior Associate of Community Planning and Code with Logan Simpson, will provide a brief presentation to the Sustainability Citizen Advisory Board regarding feedback received from the City Commission, and receive input from the Board as it relates to areas of the UDC Overhaul that align with the Climate Plan. Board members should come prepared to discuss topics that will help achieve the City's climate goals. It is anticipated that the Sustainability Citizen Advisory Board will provide a formal recommendation to the City Commission at a future date.
