Marilee Brown spoke about the safety transportation plan and how it has good bones in it. She stated
that this plan was never implemented or kept up to date. She believes there needs to be a task force
and we need to work with the police and putting safety back into transportation.

Scott Lease spoke about impatient and aggressive driving as well as distracted driving primarily because
of handheld cell phones. He applauds the city commission and all those involved for their fast response
for creating a new program called "Bozeman Streets are for Everyone". His hope is that this program will
be a long term commitment by the city and our community.

board for their recommendations to the Frontage Road project.

Director of Transportation and Engineering, Nicolas Ross gave updates on having full support from the
commission and staff on the Bozeman Streets are for Everyone (SAFE) Plan. Key Elements of this plan
are Physical, Policy, Policing and Promotion. The city is having discussions on intersection control to reduce if not eliminate crashes. Moving forward on re-writing our Engineering Design Standards and
implementing safe speed limits consistently throughout the city.

00:45:17 Director of Transportation and Engineering, Nicolas Ross gave updates on the the city's
first on-call safety project. The city is soliciting for Federal Grant writing assistance and also working to
hire a firm to review our E-Scooter policy. The construction on S 6th street has been completed.
Transportation Engineer, Taylor Lonsdale is turning on two new signals this week. One at the
intersection of Manley and Griffin and the other at the intersection of Stucky and 19th. We should see
some new signage installed on our Hawk signals at 19th, Kagy and eventually around the roundabouts.
Commission's next work session to vote on downtown paid parking is scheduled for November 22nd.

Marilee Brown spoke about the E-Scooters. She suggested that when doing the research to check in with
the hospitals on scooter accidents and would like the board to consider coming up with speed limits on
sidewalks.

Scott Lease spoke about E-Scooters and how he and his family love riding these E-Bikes as well but the
path needs to be something he would allow his grandchildren to safely use. He is an advocate for these
scooters but there are some issues that need to be worked out.

even if we have to finish them at a later time. He also spoke about parking for scooters.

funds. He also spoke about the discussion at the TCC meeting that this board would carry out the work

STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a
wide variety of actions, the development of sustainable and lasting housing
options for underserved individuals and families and improve mobility
options that accommodate all travel modes.
BACKGROUND:The Department of Transportation and Engineering is providing the
Transportation Advisory Board and the community a review of the City's
planning documents and how they relate to each other and the topic of
transportation and mobility. This review will include status of the
Transportation Master Plan (TMP) update.
The Strategic Plan, adopted in 2018, is a plan that focuses on seven major
areas of vision for the future: Engaged Community; Innovative Economy;
Safe, Welcoming Community; Well Planned City; Creative, Learning Culture;
Sustainable Environment; and High Performance Organization.
The Transportation Master Plan, adopted in 2017, focuses on presenting a
case for the existing conditions of our transportation system in the "State of
the Community" chapter, featuring topics such as land use and
development, network and safety. Future needs are then forecasted and
recommendations for improving the system highlight major street network
improvements, transportation system management improvements and
bicycle and pedestrian improvements. Policy and planning suggestions are
considered, as are implementation and funding strategies. As a note,
Montana State University produced and adopted their transportation master
plan on a concurrent timeline utilizing the same consultant, which accounted
for complimentary research and suggested improvements.
The Bozeman Community Plan, adopted in 2020, organizes goals and
objectives for community development around major themes. Major themes

include: A Resilient City; A City of Unique Neighborhoods; A City Bolstered by
Downtown and Complementary Districts; A City Influenced by our Natural
Environment, Parks, and Open Lands; A City that Prioritizes Accessibility and
Mobility Choices; A City Powered by its Creative, Innovative, and
Entrepreneurial Economy; and A City Engaged in Regional Coordination.
Growth of the city's boundaries and implementation of the plan are also
highlighted in later chapters to guide city officials and staff in making
appropriate choices focused around continued growth of the community.
The Bozeman Climate Plan, adopted in 2020, identifies the largest impacts
on climate change in our area and focuses on providing solutions where they
are most impactful, one of which being the transportation sector. The plan
promotes the increase of active modes, increasing use of fuel efficient
vehicles and EV's, and decreasing air travel impacts.
The Downtown Bozeman Improvement Plan, adopted in 2019, in addition to
larger planning topics, identifies critical transportation planning components
like average commute times, mode share splits, and barriers to bicycling or
using active transportation in our downtown area. The plan suggests that a
few key strategies exist to improve connectivity and enhance the vitality of
downtown, including expanding active mode infrastructure and
opportunities, calming traffic, and creating east-west bicycle networks while
minimizing net loss of on-street parking.
The Parks, Recreation, Open Space and Trails Plan (PROST), adopted in 2007,
features guidance on acquiring, developing and maintaining parks and
recreational facilities and open space. This plan focused transportation
around off-road facilities such as trails and pathways. The current planning
process involving the Parks, Recreation and Active Transportation Plan
(PRAT) will eventually replace the older PROST plan with recommendations
for future park land acquisition, facility development and enhancement,
active transportation encompassing on- and off-road options, wayfinding,
and programming development. Another major focus of the PRAT plan is
providing safe and easier access to parks and open space, facilities, and
transportation infrastructure in an enhanced manner for all citizens. The
PRAT plan engagement process can be accessed with the city's Engage
Bozeman website.
The Bozeman Community Transportation Safety Plan, completed in 2013,
was a collaborative effort between the City of Bozeman, local hospitals and
first responders, Montana State University, the Transportation Coordinating
Committee, the Bozeman School District, community organizations, Gallatin
County DUI Task Force, Greater Gallatin Buckle Up Coalition, and
transportation planners and engineers. This plan focuses on identifying key
areas of safety weakness in the transportation system. Key steps in the
planning process included reviewing crash data, developing focused goals for
enhancements to the system, and developing action plans for
improvements. Focus areas included inattentive/distracted driving, occupant

protection, and bicycle and pedestrian injury/crash prevention. An emphasis
of the plan was also outreach and education on key issues.

SUBJECT:Vision Zero in the Bozeman SAFE Plan

STRATEGIC PLAN:3.1 Public Safety: Support high quality public safety programs, emergency
preparedness, facilities, and leadership.
BACKGROUND:In support of the Transportation Advisory Board Work Plan, Staff presents
the first in a series of Deep Dive topics. These discussions will inform the
Board on critical transportation issues and their relation to city initiatives.
The presentation for November will focus on the Vision Zero safety concept
and the manner in which our Bozeman SAFE plan aligns.
"Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries,
while increasing safe, healthy, equitable mobility for all." (Vision Zero
Network) It was first implemented in Sweden staring in the 1990s. Vision
Zero is a shift from a more traditional safety approach. It is a shift from
thinking that traffic deaths are inevitable to them being preventable, a shift
from assuming perfect human behaviors to integrating human failures into
the system, from preventing collisions to preventing fatal and severe
crashes, from individual responsibility to a systems approach. Vision Zero
has been described as a policy with a focus on the tolerance of the human
body to kinetic energy. Vision Zero is a multidisciplinary approach that
recognizes that people make mistakes and the road system and policies are
envisioned to ensure that those mistakes do not lead to severe injury or
fatality. The four Ps of Bozeman Streets Are For Everyone (SAFE) Plan tie to
the Vision Zero recognition of the need for a systematic approach.
Vision Zero can be viewed as four primary components: streets, speeds,
vehicles, and people. Vision Zero uses data to focus on the prevention of
severe and fatal crashes. The four Ps of the Bozeman SAFE plan focuses on
streets through physical changes, speeds through policy and policing
changes, and people through promotion of safety education and awareness.
Ensuring that the data is viewed with an equity lens is critical as populations
that have traditionally been marginalized my be less likely to report traffic
crashes. Additionally, ensuring that increased policing focuses on safety

related issues is an important equity issue.
City staff is targeting policy changes in the upcoming changes to the
Engineering Design Standards and Specifications and the update of the
Unified Development Code (UDC). The UDC update in particular offers
significant opportunity to embrace the multidisciplinary approach that is
core to Vision Zero. Staff will seek discussion from the Board on applicability
of the Vision Zero concept to Bozeman's needs and any specific areas of
interest in the ongoing planning work undertaken by the city.
