Dear Commissioners, On page 41 of the proposed CIP it states that: "Many projects in this plan address the Strategic Plan 4.5 a to enhance non-motorized transportation. Annual appropriations to bike path improvements have been doubled compared to plans in prior years." However the STR 117 Sidewalk Fund has been left completely unfunded. (It used to be $50,000 per year). STR 20 has been doubled from the $50,000 that it used to be and now is $100,000 (possibly using the funding from STR 117?). But no increases are scheduled over the next 5 years like have been done for STR75 Pedestrian Curb-cuts. Seems a bit unfair. So effectively there has been no increase over previous years. The majority of scheduled non-motorized improvements are coming from District funding which requires that projects be attached to road construction or from a special ($500,000) one time 2019 fund that has no ability to renew. This means that the recommended spot improvements unattached to new construction or streetrepair in the 2017 TMP totaling almost $20 million have only $100,000 each year to meet that need. Therefore, at this rate, it will be almost 200 years before they are completed! Additionally, STR20 references the now defunct Bicycle Committee (BABAB) and STR117 references both BABAB and Pedestrian Traffic Safety Committee. Neither committee exists. We appreciate the creative way that the City Staff tries to make needed improvements. But there is a serious shortfall for needed safety projects. Please make a plan to increase multi-modal facilities as outlined in the 2017 TMP. They can’t use district funds and can’t use maintenance gas tax funds which requireonly between the curb improvements. There needs to be a better and moresubstantial funding source!
