Chloride-induced deterioration and volume-change damage are the two leading causes of problems and failures in parking structures (ACI 2002). WJE has funded, conducted, and published research with the Precast/Prestressed Concrete Institute (PCI) to study the Volume-change response of precast concrete buildings (PCI Journal 2009). Displacement monitoring systems were utilized by WJE to collect data on parking garages and analyze their structural behavior. WJE also has significant experience conducting government-sponsored concrete and corrosion research and has led important concrete and corrosion studies for private-sector clients. (WJE) is pleased to present this qualifications package for professional services to the City of Bozeman (the City) in response to the Request for Qualifications, Concrete Crack Monitoring in Bridger Parking Garage, dated October, 2022 (RFQ). Professional services included in this proposal are specific to performing concrete chloride testing at three locations, installing crack/displacement monitors, providing weekly test results through the winter and early months of spring for a total of five months, and removing the monitors and filling screw holes after sufficient test data has been collected. FIRM INFORMATION Experience WJE has successfully completed monitoring, investigation, testing, and repair projects involving a wide range of parking structure systems including those fabricated from precast and cast-in-place concrete using conventional, prestressed, or post-tensioned reinforcement. The challenge in designing durable repairs for parking structures lies in correctly identifying the underlying cause(s) of distress or deterioration. To meet this challenge, WJE has applied the lessons learned from thousands of previous failure investigations and in-depth research into the corrosion behavior of embedded reinforcement, sealers, cement chemistry, repair methods and materials, and petrography to provide the best possible solutions for every client’s parking structure problems. Crack, displacement, and temperature monitoring systems are frequently used by WJE to investigate the behavior of structures. WJE has deployed hundreds of monitoring systems on buildings, bridges and machinery for public and private owners. WJE staff are active members of industry committees that focus on the monitoring of structural performance. We employ state-of-the-art monitoring equipment that precisely and reliably captures the structural behavior, enabling us to find the root cause of structural deteriorations and designing effective repairs. Our work has also included investigation of corrosion of embedded reinforcement which produces visible effects such as cracking, delamination and spalling. Through a better understanding of the causes of concrete deterioration, WJE has developed repair and rehabilitation solutions that range from sealers and surface treatments that inhibit the ingress of corrosion chemicals such as chlorides; partial and full depth patching using specialized mortars that maximize the effectiveness of these materials to improve long term durability of concrete repairs; passive and active cathodic protection to counter the effects of corrosion; corrosion protection coatings of embedded reinforcing to limit future interactions between the metal and a corrosive environment, and others. WJE has completed over 1,000 parking structure projects in the past five years alone, including condition surveys, monitoring, investigations, water intrusion investigations, waterproofing consulting, laboratory testing and repair design and implementation. Projects have been completed for a variety of clients, including private owners; condominium associations; institutional owners serving the university, hospitality, and health care industries; municipalities and government agencies. Key Personnel WJE has assembled a project team that is capable of meeting the challenges of the project. Brief summaries of each team member’s qualifications are provided below. The team members will be supported by additional engineering and laboratory staff. More detailed Professional Qualifications are provided in Appendix B. Fangzhou (Jack) Dai, PE, will serve as Project Manager. Jack Dai joined WJE in 2018 and has been involved in a broad range of projects, that have included the evaluation, testing, instrumentation and monitoring, vibration analysis, and nondestructive evaluation of a variety of structures. His background and interests include structural dynamics, condition assessment of historic structures, load testing, nondestructive evaluation, and full-scale laboratory testing. Prior to joining WJE, Mr. Dai was a project associate and manager for the design and implementation of full-scale structural health monitoring systems. He is an active member in several professional societies and technical committees. He has authored publications and has made presentations on structural instrumentation and monitoring. Brian R. Greve, PE, SE, will serve as Project Consultant. Brian Greve is experienced in the investigation, analysis, evaluation, and repair of existing structures. His projects have involved buildings, stadiums, parking garages, bridges, and facades and have included conventionally reinforced concrete, post- tensioned concrete, steel, masonry, and wood structural systems. Since joining WJE in 2000, Mr. Greve has participated in a wide variety of projects involving the evaluation of structures to assess conditions related to design deficiencies, construction issues, and deterioration resulting from environmental exposure. Dirk Heidbrink, PE, will serve as Project Consultant. Since joining WJE in 1979, Dirk Heidbrink has managed and participated in numerous instrumentation projects both in the laboratory and in the field. Project assignments have included load tests on buildings, bridges, crane structures, nuclear containment structures, and a variety of structural components. Mr. Heidbrink’s major responsibilities have been in design, installation, and operation of electronic instrumentation and computer-controlled data acquisition systems. Mr. Heidbrink also has a wide variety of experience testing construction materials in the laboratory. He has developed and implemented programs for testing various types of stone, concrete, steel, and wood. He has conducted several failure investigations of copper HVAC riser tubes due to environmentally assisted cracking. Mr. Heidbrink has extensive laboratory testing experience in the areas of reinforcing bar connectors and concrete anchors. He has participated in projects involving full-scale mock-ups, investigations of bridges, buildings, and parking structures. After Hurricane Katrina, he conducted inspections of three naval shipyards, a theme park, six water treatment facilities, various churches and office buildings, and numerous residences all along the Gulf coast. In addition, Mr. Heidbrink has investigated water and storm sewer pipes comprised of concrete, fiberglass, and corrugated metal. John F. Duntemann, PE, SE, will serve as Project Consultant. John Duntemann specializes in the assessment of structural distress and serviceability problems in buildings, bridges, and other structures. He has analyzed numerous conventional structures as well as several unique building systems, addressing general code conformance and related topics such as deflection, cracking, vibration, and lateral stability. Mr. Duntemann also performs a variety of consulting activities related to new and existing construction. Mr. Duntemann was the principal author of the Guide Design Specifications for Bridge Temporary Works (1995, 2015), which was adopted by the American Association of State Highway and Transportation Officials (AASHTO). He is a contributing author to the Handbook of Temporary Structures in Construction (1996, 2012) and the Forensic Structural Engineering Handbook (2000, 2010). Mr. Duntemann currently serves on the board of the Structural Engineering Association of Illinois and served on the Illinois State Task Force on School Plan Review and Inspection. He was also a member of the National Council of Examiners for Engineering and Surveying Structural Exam Committee (2004–2010). Peter Tarara, PE, SE, will serve as Project Consultant. Peter Tarara joined WJE in 2001 and has broad- based experience with structural investigations, evaluations, analyses, and strengthening of existing structures. His analytical work has included the use of computer models to analyze various structures. Mr. Tarara has been involved with restoration of several historic, modern, and architecturally significant structures. Most of his experience involves restoration of reinforced concrete structures, including facades, balconies, plazas, and parking garages. These projects have been completed through the investigation, development of repair documents, and construction observation stages. Mr. Tarara has worked on several balcony railing repair and replacement projects as well as several precast concrete structures, including investigation of wall panels and double-tee slabs and connections. Several of his projects have included field and laboratory testing. Murphy Associates and opened for use in 1973. The structure is located on the north side of the Chicago O’Hare Hilton Hotel and extends between the transit stations at Terminals 1 and 3. In plan view, the parking structure is shaped like the section of an annulus, arcing between these two terminals for a length of approximately 1,069 feet along the southernmost column line and 1,424 feet along the northernmost column line. Along the north-south column lines, the structure is 460 feet wide. The structure also features seven north-south expansion joints that divide the structure into wedges, four pairs of spiral vehicular ramps for entry and exit from the garage floors, and pedestrian bridges to the terminals at the west and east elevations. SOLUTION WJE performed an assessment consisting of a full visual survey of each floor and spiral ramp, a partial delamination survey, exploratory openings to ascertain the condition of the post-tensioning tendons, material testing of the concrete, and analysis of several structural components within the garage. Following this detailed evaluation of the structure, a prioritized listing of all repair and maintenance items at this parking structure was provided, and multiple repair options were developed, presented for consideration, and discussed in terms of long term serviceability and cost. Once a scope was determined for the repair project, WJE engineers developed drawings and specifications describing repairs to address delamination and spalling of the slab, beam, joist, and column surfaces; failed expansion joint seals; a worn waterproofing membrane; and concrete cracking in order to achieve the Department of Aviation’s desired service life of 25 years. After bidding and selection of a contractor, WJE has been providing construction period services during the implementation of the repairs on behalf of the Chicago Department of Aviation. WJE has assisted the City of Chicago with this parking structure’s repair and maintenance multiple times over the life of the structure. The most recent occurrence of this is in 2018, when the Chicago Department of Aviation, through its program manager CARE Plus, LLC, retained WJE to perform a condition survey to identify and document the current condition of the structure, develop recommendations to address the observed distress, and create a repair and maintenance program for this structure that will maintain its serviceability and prolong its useful life. PROJECT PROFILE WJE www.wje.com 4 Overlook Point Condition Assessment of Parking Garages | Lincolnshire, IL CLIENT Aon Service Corporation/Alight Solutions BACKGROUND The Aon Hewitt II complex consists of a multi-wing office building, several on-grade parking lots, and two parking structures. The parking structures were built in 1997 and 1998. Parking Garage A is a three- level, rectangular-shaped parking garage, 498 feet by 337 feet in plan, which accommodates approximately 1286 vehicles. Parking Garage B is a three-level, L- shaped parking garage, 365 feet by 337 feet in plan, which accommodates approximately 865 vehicles. The structure for each garage is comprised of prestressed double-tees supported by precast inverted-tee beams, wall panels, L- shaped spandrel beams, or columns. Inverted tees are supported by steel corbels encased in concrete that are attached to the columns. SOLUTION WJE’s condition assessment and investigation of the two parking garages started with a review of the existing drawings, previous investigations, and maintenance records for the garages. We then conducted a condition assessment of the parking garages, including a visual examination of the garages, documentation of the extent of deterioration, mapping cracks on double-tee flanges, exploratory inspection openings of concrete and flange-to-flange connections, and sounding of concrete surfaces with a steel hammer and chain. At the failed double-tee flange, WJE engineers also removed concrete core samples at cracks in double-tee flanges to examine cracking depth and the condition of the embedded welded wire reinforcing and performed a structural analysis of the precast double-tee flanges. WJE found that the longitudinal cracking developed as a result of the as- built connections, failed connections, and overloading of the roof decks from snow removal equipment. The flange cracking in combination with the reduced area of embedded reinforcing steel, from corrosion, and the failed connections led to the failed flange in Parking Garage B. WJE developed repair drawings to repair the failed ramp in Parking Garage B, including temporary shoring. We then developed a repair and maintenance program to repair flanges and connections, reduce uncontrolled water penetration, minimize further deterioration, and extend the useful service life of the parking garages. Aon engaged WJE to perform a condition assessment of both garages after a portion of a double- tee flange on the ramp of Parking Garage B from the first to the second level failed and displaced downward in March 2015. WJE investigated the cause of the failure, performed an assessment of both garages and developed repair documents to repair the ramp failure and the remainder of the parking structures. PROJECT PROFILE WJE www.wje.com Early-Age Bridge Deck Cracking Study Forensic Bridge Deck Analysis | MT CLIENT Montana Department of Transportation (MDT) BACKGROUND The studied bridge decks were one to nine years old and typically were replacement bridge decks over existing substructures built between 1960 and 1980. The concrete decks were composite with prestressed concrete beams or wide flange steel plate girders. Construction included short- and long-span bridges, and deck thickness varied, generally ranging from 6 ½ to 9 inches. SOLUTION Based on a document review and consultation with MDT, WJE selected four bridges for in-depth field investigations and eight bridge decks for cursory, comparative investigations. These bridges were selected to represent a range of cracking severity, age, and cementitious materials. In addition to standard representative visual inspections, nondestructive evaluation, and concrete core extraction, WJE’s field studies utilized the firm’s UAS capabilities. Infrared videos of the deck surfaces were recorded for three of the subject bridges using a drone equipped with an infrared camera. The infrared images were used to identify cracks, delaminations, areas of poor consolidation, and other features of the bridge decks where defects cause sharp, minute differences in surface temperature. Overhead videos without infrared imaging were also recorded to document deck conditions. All drone-recorded footage was provided to MDT personnel. The infrared information captured using WJE’s drone capabilities also allowed the team to simulate diurnal temperature histories for the three bridge decks. WJE provided a detailed report to the client discussing common causes of bridge deck cracking and likely causes of cracking for the investigated bridges. Based on research performed by WJE and experience with similar cracking, recommendations for future bridge decks were also presented. In June 2016, MDT noted severe cracking on two bridge decks. Both structures experienced holes in their decks after cracking led small sections of concrete deck to fall. Further review of additional bridge decks in western Montana by MDT revealed widespread deck cracking with potential of future deck penetrations. MDT noted that the widespread cracking was occurring on bridge decks at relatively early ages. Subsequently, WJE was engaged to investigate the possible causes and to provide recommendations to mitigate the potential for future cracking. He has analyzed numerous conventional structures as well as several unique building systems, addressing general code conformance and related topics such as deflection, cracking, vibration, and lateral stability. Mr. Duntemann also performs a variety of consulting activities related to new and existing construction. Mr. Duntemann was the principal author of the Guide Design Specifications for Bridge Temporary Works (1995, 2015), which was adopted by the American Association of State Highway and Transportation Officials (AASHTO). He is a contributing author to the Handbook of Temporary Structures in Construction (1996, 2012) and the Forensic Structural Engineering Handbook (2000, 2010). Mr. Duntemann currently serves on the board of the Structural Engineering Association of Illinois and served on the Illinois State Task Force on School Plan Review and Inspection.
