STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all Boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next scheduled meeting. Staff will make any corrections identified to the
minutes before submitting to the City Clerk's Office.

RECOMMENDATION:Urban Transportation District Special Presentation
STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:The Human Resource Development Council's Streamline transportation
service provides mobility services and alternatives to single-occupancy
vehicles throughout southwest Montana. Once the 2020 Census results are
officially certified, Bozeman will be classified as a "small urban area". To
continue receiving federal transit funds and to enable Streamline to keep
pace with growing demand, a new funding structure is needed.
Heather Grenier, HRDC's President, along with Sunshine Ross, HRDC's
Transportation Department Director, will provide a brief presentation on
how an Urban Transportation District would allow HRDC to continue
managing the operation, infrastructure, and activities of a public
transportation system within a growing community.
HRDC contributed to the creation of the 2020 Bozeman Climate Plan, which
outlines actions to increase walking, biking, carpooling, and use of transit
under Solution J. Several of these actions are directly supported by
Streamline, including, but not limited to:

BACKGROUND:Item 4 on the Sustainability Citizen Advisory Board's adopted Work Plan calls
for a community and neighborhood preparedness outreach campaign
focused on actionable steps community members can take to mitigate and
adapt to potential hazards, as stated in Actions 3.G.3, 3.H.3, and 3.I.1 of the
2020 Bozeman Climate Plan.
Efforts are currently underway to develop content with a focus on extreme
heat and indoor air quality as a result of wildfire smoke, with a focus on
vulnerable populations. This work builds on the 2019 Vulnerability
Assessment and Resiliency Strategy.
Ali Chipouras, the City's Sustainability Program Specialist, will provide a brief
presentation on key themes and goals of the project. The Sustainability
Citizen Advisory Board will be asked to provide feedback to staff on the
development of an outreach campaign and ways to reach vulnerable
populations through the following guiding questions:
What should be added or clarified to provide actionable guidance to
the Bozeman community on heat and wildfire smoke resilience?
What additional engagement strategies should we consider to support
heat and wildfire smoke preparedness among Bozeman’s vulnerable
community members, including, but not limited to youth, older adults,
outdoor workers, people with pre-existing health conditions, and the
unhoused or housing insecure?
