STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver

BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all Boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next scheduled meeting. Staff will make any corrections identified to the
minutes before submitting to the City Clerk's Office.

STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:In November 2018, Bozeman voters approved the sale of bonds to fund the
construction of the Bozeman Public Safety Center. The BPSC will be the new
home of the Bozeman Police Department, Fire Station #1, Municipal Courts,
and Prosecution and Victim Services. This new facility includes a number of
sustainability elements intended to lessen the impact to the environment, in
addition to improving community resiliency.
Natalie Meyer, the City's Sustainability Program Manager, will provide a
brief presentation on a wide variety of high performance construction
standards used throughout the design and construction process, resulting in
a highly efficient and resilient public facility.

BACKGROUND:On July 13, 2022 the Sustainability Citizen Advisory Board held a Work
Session on the proposed Planned Development Zone process intended to
encourage efficiency and innovation in the built environment that reduces
the use of non-renewable energy for public benefit through efficient
electrification, energy efficiency, onsite renewable energy, and electric
vehicle charging stations.
On September 13, 2022 the City Commission will consider provisional
adoption of Ordinance 2014 to repeal and replace Division 38.430 Planned
Unit Development with a new Planned Development Zone process in an
effort to support affordable housing, historic preservation, and
sustainability.
Natalie Meyer, the City's Sustainability Program Manager will provide a brief
update to the Board on how comments from the Board have been
incorporated into the City's draft implementation plan.

•The City of Bozeman has held two public meetings to repeal Planned Unit Development (PUD) standards and replace it with Planned Development Zones (PDZ) Under Ordinance 2104
•Use is voluntary
•Applicants can apply for a PDZ process to gain additional flexibility in code, in exchange for providing certain public benefits
•A PDZ creates a new custom zoning district and associated land development standards that apply to that site
•Based on Commission approved priorities and plans, staff identified the following public benefits for the purpose of the PDZ:
•Affordable housing•Protection of historic structures•Sustainable design•Large developments

Sustainable / Resilient Design
•PDZ application must propose project, site, or building design
features demonstrated to achieve two or more of the following reductions in resource consumption or trip generation when compared to those levels anticipated for developments of a similar
type under the reference base district:
•A reduction in water consumption of at least 25 percent; or
•A reduction in non-renewable energy use of at least 25 percent;
•A reduction in average daily motor vehicle trip generation of at least 25
percent; or
•A combination of reductions in the above providing at least an equivalent sustainable/resilient development benefit to the city.

•Water Conservation –Installation of city approved high-efficiency water-using fixtures, appliances, products, and/or low water use landscaping exceeding applicable federal, state, and local minimum water use efficiency standards

•Motor Vehicle Trip Generation –Multimodal trip generation standards
established by the Institute of Transportation Engineers, special assessment

STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:Item 8 on the Sustainability Citizen Advisory Board's adopted Work Plan calls
for the development of high performance building resources and training for
the development community to address energy efficiency of existing
buildings, net zero energy for new construction, and building electrification.
On April 18, 2022 City staff presented on the environmental and health
imperative of building electrification, why heat pumps are the preferred
solution, common barriers to electrification, and an anticipated community
engagement strategy. Board members provided valuable feedback on local
barriers to adoption, in addition to ideas on how to effectively provide
resources and trainings for the development community.
Ali Chipouras, the City's Sustainability Program Specialist, will provide a brief
presentation on the current status of the City's electrification campaign, and
how comments from the Board have been incorporated into the City's
overall strategy.
