THE CITY TRANSPORTATION BOARD MEETING OF BOZEMAN, MONTANA
MINUTES
October 26, 2022

Marilee Brown spoke about the safety transportation plan and how it has good bones in it. She stated
that this plan was never implemented or kept up to date. She believes there needs to be a task force
and we need to work with the police and putting safety back into transportation.

Scott Lease spoke about impatient and aggressive driving as well as distracted driving primarily because
of handheld cell phones. He applauds the city commission and all those involved for their fast response
for creating a new program called "Bozeman Streets are for Everyone". His hope is that this program will
be a long term commitment by the city and our community.

Tim Turner spoke about the Bozeman E-Scooter program and his concerns about safety.

Ralph Zimmer spoke about ticketing in Bozeman for the red light running cameras. He also thanked the
board for their recommendations to the Frontage Road project.

Director of Transportation and Engineering, Nicolas Ross gave updates on having full support from the
commission and staff on the Bozeman Streets are for Everyone (SAFE) Plan. Key Elements of this plan
are Physical, Policy, Policing and Promotion. The city is having discussions on intersection control to reduce if not eliminate crashes. Moving forward on re-writing our Engineering Design Standards and
implementing safe speed limits consistently throughout the city.

00:45:17 Director of Transportation and Engineering, Nicolas Ross gave updates on the the city's
first on-call safety project. The city is soliciting for Federal Grant writing assistance and also working to
hire a firm to review our E-Scooter policy. The construction on S 6th street has been completed.
Transportation Engineer, Taylor Lonsdale is turning on two new signals this week. One at the
intersection of Manley and Griffin and the other at the intersection of Stucky and 19th. We should see
some new signage installed on our Hawk signals at 19th, Kagy and eventually around the roundabouts.
Commission's next work session to vote on downtown paid parking is scheduled for November 22nd.

Transportation Engineer, Taylor Lonsdale presented the shared Micromobility (shared) Work Session.

Marilee Brown spoke about the E-Scooters. She suggested that when doing the research to check in with
the hospitals on scooter accidents and would like the board to consider coming up with speed limits on
sidewalks.

Scott Lease spoke about E-Scooters and how he and his family love riding these E-Bikes as well but the
path needs to be something he would allow his grandchildren to safely use. He is an advocate for these
scooters but there are some issues that need to be worked out.

Kathy Powell spoke about intersections as they relate to scooters. She would like the staff to look closely
at the vision triangles across the city.

Capital Improvement Projects

Marilee Brown spoke about how the parks and trails funding is only for maintenance. She would like the
board to send a strong message to the commission and new mayor that more funding in necessary.

Scott Lease spoke about federal funding for alternative transportation and putting in multi-use paths
even if we have to finish them at a later time. He also spoke about parking for scooters.

Ralph Zimmer spoke about arterial and collector funds, federal money, grants and the use of these
funds. He also spoke about the discussion at the TCC meeting that this board would carry out the work
of PTS in their judicatories.
