1 Project Overview and Background
The subject property is known as the Gallatin County Regional Park, located in the NE ¼ of
Section 03, Township 02S, Range 5E. Vicinity maps showing the project location and extents are
provided in Exhibits 1.1 and 1.2. The proposed site improvements address parking expansion for
the County Regional Park’s Dog and Dinosaur Park areas.
The Dog Park is located near the southeast corner of the intersection of Baxter Lane and
Ferguson Avenue, the park extends south along Ferguson Ave. The proposed improvements
include construction of a new asphalt parking area on the south side of the fenced dog park.
Additional trails and sidewalks will be constructed as part of the improvements. A new retention
pond will be provided near the northeast corner of the parking lot to meet the water quality and
peak runoff rate requirements.
The Dinosaur Park is located near the southwest corner of the intersection of Vaquero Parkway
and Davis Lane, next to Bozeman Fire Station 3. A small gravel lot north of the playground
equipment currently serves as the parking area for the Dinosaur Park. The proposed
improvements include surfacing the existing gravel lot with asphalt and installing curb and
gutter. Additional sidewalks will be constructed as part of the parking improvements. The
existing parking lot conveys sheet flow runoff to a ditch along Vaquero Parkway. As part of the
improvements, a new retention pond will be provided on the east side of the parking lot to meet
the water quality and peak runoff rate requirements.
The following sections describe the proposed stormwater design and its compliance with the
current City of Bozeman (COB) storm drainage standards. Current regulations dictate that peak
runoff rates for the post-development condition are mitigate to pre-development rates for the 10-
year event. Stormwater collection and conveyance infrastructure is sized for the 25-year event.
2 Hydrology
The rational method was utilized to estimate peak flow rates for conveyance sizing as outlined
by the City of Bozeman Design Standards and Specifications. A weighted runoff coefficient “C”
was determined based on a combination of open space (C=0.2) and pavement (C=0.95). The time
to concentration was estimated using the overland flow method from the City of Bozeman
Design Standards and TR-55 for shallow concentrated flow. A more detailed breakout of the data
for each basin is provided in Appendix A. Basins, flow paths, and the general site layout for pre-
and post-development conditions can be found on Exhibits 2.1-2.2 and 3.1-3.2, respectively.
The site was divided into two basins, Basin 1 and Basin 2, which encompass the contributing
drainage area for the Dog Park and Dinosaur Park improvements, respectively. An analysis of
pre-development and post-development hydrologic conditions was completed with consistent
basin boundaries between the pre- and post-development site conditions for the purpose of pond
sizing.

2.1 Pre‐Development
The pre-development condition describes the site before proposed improvements. The Dog Park
parking lot site (Basin 1) is currently undeveloped, open space. Stormwater runoff sheet flows
across the site and either infiltrates, or eventually enters ponds within the fenced dog park area.
The Dinosaur Park parking lot site (Basin 2) currently consists of a gravel lot with a fenced
storage area and shed. Stormwater runoff sheet flows across the parking lot to a drainage ditch
running along Vaquero Parkway. An existing 12” storm drain conveys stormwater runoff from
the adjacent fire station to the drainage ditch along Vaquero Parkway. A 15” concrete culvert
runs below the existing dinosaur park drive access to convey runoff to the west. Basin 2 was
conservatively assumed to have no impervious area prior to the proposed development.
An overview of the pre-development drainage is provided on Exhibits 2.1 and 2.2. Table 1
provides a summary of the pre-development hydrologic conditions. Supporting calculations for
time to concentration, intensity, and runoff are provided in Appendix A.

2.2 Post Development
The post development drainage basins are summarized in Table 2. An overview plan showing
the drainage areas and infrastructure is provided on Exhibits 3.1 and 3.2. Basins 1.A and 1.B are
areas routed though the proposed retention pond at the Dog Park site. Basin 1.C encompasses the
portion of the Dog Park parking lot that will runoff to Ferguson Avenue. Basin 1.C has
conservatively been included in the hydraulic capacity and pond sizing calculations. Basin 2
consists of the area routed though the proposed retention pond at the Dinosaur Park site. The
supporting calculations for time to concentration, intensity, and runoff are provided in Appendix
A.

3 Post Development Hydraulics
The post development conveyance infrastructure considers the 25-year design event as outlined
in the City of Bozeman Design Standards. Capacity calculations for the proposed storm drainage
infrastructure are provided in Appendix A.
3.1 Inlet and Gutter Capacity
The maximum allowable water surface for the 25-year event is 0.15-ft below the top back of
curb. Two 3-ft wide curb cuts will be used to convey runoff from the Dog Park parking lot
(Basin 1) to the proposed retention pond (Pond 1). The curb cuts (1.A and 1.B) were modeled as
a 3-ft wide weir; the calculated flow depths are 0.22-ft and 0.17-ft, respectively. The gutter flow
capacity is based on the HEC-22 gutter flow methodology for a composite section. Gutter
capacity is 1.28-cfs for a cross slope of 1.2% and a longitudinal grade of 1.0%. The gutter flow
capacity is conservatively based on an allowable spread width of 9.5-ft; flow depths will be less
than allowable with a relatively low cross slope.
A 3-ft wide curb cut will be used to convey runoff from the Dinosaur Park parking lot (Basin 2)
to the proposed retention pond (Pond 2). The curb cut was modeled as a 3-ft wide weir; the
calculated flow depth is 0.22-ft. Gutter capacity is 1.18-cfs for a cross slope of 1.1% and a
longitudinal grade of 1.1%.
All calculated peak flow rates are less than the typical street capacity. Sample calculations are
provided in Appendix A. A summary of inlet and gutter flow is provided in Table 3. All curb
cuts are located at a sag in the curb line.

3.2 Ponds
The pre- and post-development peak runoff rates were previously provided in Section 2. Basins
noted “1” encompass the Dog Park improvement area and drain to the proposed retention pond
near the northeast corner of the parking lot (denoted as Pond 1). Basin 2 encompasses the
Dinosaur Park improvement area and drains to the proposed retention pond on the east side of
the parking lot (denoted as Pond 2). A summary is provided below in Table 4.

Both retention ponds were sized for the 10-year, 2-hour storm intensity, as specified in the COB
Design Standards. The water quality volume is required to be stored and infiltrated on site and is
based on the first 0.5-inches of rainfall applied over the total impervious area.
The retention pond sizing outputs are provided in Appendix A. A summary of the minimum
pond sizing and design parameters are shown in Table 5.

A summary of the pond stage-storage relationship is outlined in Tables 6 & 7. The pond volumes
were determined based on a volume analysis in Autodesk Civil 3D. The retention ponds both
satisfy the initial stormwater facility volume. The retention ponds are anticipated to tap into
native gravel to provide infiltration. Tables 6 & 7 show the ponds provide adequate storage to
control post development runoff rates. Overflow paths have been provided for the ponds in the
case that overtopping occurs. Overflow from Pond 1 will runoff into the fenced Dog Park area
and either infiltrate or enter the existing ponds within the Dog Park. Overflow from Pond 2 will
enter the existing drainage ditch running along Vaquero Parkway.

Geotechnical test pits were completed near the site (within the fenced dog park) on October 20,
2014 by AESI. The test pits were generally excavated to a depth of 8-ft. Groundwater was
encountered between 4.00 to 4.25 ft below ground surface. Clean, sandy gravel was encountered
between 1.5 to 2 ft below ground surface. Existing groundwater fed ponds within the Regional
Park show water surface elevations between 4-ft to 5-ft below ground surface, which is
consistent with the test pit data. The proposed dog park and dinosaur park ponds are
approximately 2-ft and 1.75-ft below existing ground, respectively. Therefore, groundwater is
not anticipated to be an issue. The retention ponds are anticipated to tap into native gravel to
provide infiltration.
4 Maintenance Plan
All proposed storm drainage features will be privately owned and maintained. Storm
infrastructure generally consists of retention ponds and curb cuts. The proposed retention ponds
should be mowed, and any grass clippings or other organic matter collected and removed from
the pond bottom. The curb cuts located in the parking lots should be inspected in the spring and
fall and cleaned of debris/sediment build-up if present. A more detailed maintenance plan for the
retention pond is outlined blow.
The following recommendations are from the Montana Post-Construction Storm Water BMP
Design Guidance Manual. Refer to the manual for additional information and detail.
As needed Maintenance
o Remove litter/debris from all components of the infiltration basin.
o Repair structural components including inlets, diversion structures, and outlet
structure (if applicable).
o Inspect the basin for signs of erosion and repair eroded areas accordingly.
Perform spot-reseeding if necessary.
o Observe drain time following rainfall events to determine if the facility is
clogged. If the observed drain time is longer than the local jurisdiction’s
allowable maximum drain time, corrective action must be taken to return the
infiltration basin to the design drain time.
o Regularly manage all vegetation associated with the infiltration basin and remove
all clippings.

o Trim vegetation for aesthetics and to prevent the establishment of woody
vegetation that may drop leaf litter, fruits, and other vegetative material that may
clog the facility.
o Remove all green waste and dispose of properly to prevent clogging.
Annual Maintenance
o Inspect all components of the infiltration basin in accordance with an approved
inspection form. Refer to the Post-Construction BMP Design Manual for
additional information and example forms.
o Remove sediment from inlets, in-flow paths, and overflow paths.
