B. 00:18:15 PUBLIC COMMENT
00:18:38 Marilee Brown, Public Comment
• Marilee spoke on two issues.
1. PTS used to be involved in speed studies which was handy so the public could be aware of when
studies were taking place so that they could comment. Please find a way of notifying the public.
2. Valley Center Spur – I spoke at the last County Road Matters meeting about Valley Center Spur issues
with the public ignoring the stop light prior to the rail tracks when traveling North on the Spur. The MDT
Transportation Commissioner attended that meeting. The County Commissioners also noted how it is a
dangerous situation and people actually end up blocking the railroad. The issue of people moving to the
forward stop bar occurs because you cannot see the “wait here” sign while waiting at the first stop bar
in front of the tracks. You then look up and see a red arrow pointing at a red circle only a few feet away
with a stop bar at Frontage Road. Since there is no-one waiting at the forward stop sign, you think the
red arrow is telling you to move forward to the red circle. So you move forward. Then you are able to
make a right turn on red - which is very dangerous and has been known to cause deaths. This is a liability
situation that needs to be addressed to prevent a serious crash.

Dan hopes that this committee could examine or be the Catalyst to determine the feasibility of including
West Griffin Drive in the state highway. The state highway system would provide a link between
Highway 86 and Highway 205 and I-90 at the North 7th and Griffin Drive intersection. Highway
designation which potentially could be beneficial to both timing and funding for future above or below
grade railroad crossing on Griffin. Billings Clinic is currently constructing our next major medical facility
connecting Highway 86 directly to I90 would be beneficial for this committee to determine the feasibility
and to support including West Griffin Drive in the state highway.

b. 00:26:26 Greater Triangle Area Transportation Plan Presentation
00:26:30 Scott Randle with Robert Peccia presented the Greater Triangle Area Transportation
Plan
Scott presented the Greater Triangle Area highlighting and providing a blueprint for guiding
transportation investments based on system & user needs. He spoke about the planning process, the
study area and what was considered.

00:45:15 Ralph Zimmer asked if the study would involve the connection through the Valley
Center spur between frontage road path on the North side and the Valley Center path on the south
side?
00:47:47 Paul Reichart asked what entities approve this plan and do the final contents of this plan
include a capital improvement project list?

Marilee commented about the confusion of the boundaries and how she was unable to do public
comment on the wiki map.

Chair Lonsdale started the discussion on bylaws and the agreement
01:13:22 Chair Lonsdale spoke about the recommendations and changes in the MOA and in the
bylaws.
01:21:23 Dan Martin spoke about adding new committee members and how if they do not show
up to the meetings we are making it harder to form a quorum.
01:22:29 Ralph Zimmer made an observation that a voting member can designate a proxy to
attend the meeting.

01:23:31 Chair Lonsdale is going to make a suggestion to take recommendations and put them in
a memo with a copy of the MOA and distribute to the signatories of the MOA for revision. Chair
Lonsdale will add Ralph's recommendation.
01:25:26 Ralph would like it included in the memo to make it clear in the bylaws that there
should only be one vote per person.
01:26:50 Sunshine Ross commented that adding the County Chief of Staff would create an even
number on the board and we would not want that. We would want an odd number. Clarifying question
from Ralphs question about having only one vote. Does that mean that they cannot act as a proxy for
someone else?
01:28:11 Chair Lonsdale stated that the committee will not be voting on revising the bylaws today
because with Dan Martin's Departure we know longer have a quorum.
01:28:53 Taylor asked for additional input on what the board would like to see with respect to the
membership list and how the signatory agencies have with the MOA. The Chair will add the following
items.
• Addition of the County Chief of Staff
• Retain the School District, MSU and Transit as voting members
• Provide clarity with respect that each person only gets one vote
01:29:49 Mitch Buthod added that if the current MOA has the city of Bozeman planning board as
a signatory and I think you said you wanted to remove the planning board as a signatory we would need
to dissolve the MOA in written form between all existing signatories and start from scratch essentially
because it would not be able to amend the MOA if they have for four signatory’s instead of five. My
suggestion would be instead of removing the planning board to replace it with the Community
Development Board as the successor to the previous planning board. If we remove the City planning
board as a signatory then he recommends removing the County planning board for fairness.

project and the Luminaire upgrade project.

Richard Rudnicki gave an update on the facility planning board considering a bike lane through a portion
of Campus.

Ralph Zimmer gave an update on how the TCC has been turned into a Report sessions. Would like the
group to discuss upcoming plans that our further out and be able to take advantage of all the people
around the table.

00:39:45 Jason Delmue asked what the path forward for replacing legacy appointments with
current members of the board.
00:40:04 Chair Lonsdale spoke about how there are two pieces for replacing legacy appointments
with current board members. Updating the bylaws and some clarification on the role that this board
plays. In order to change the MOU we need to update the memberships list. Taylor is in the process of
collecting draft ideas from the signatory agencies to complete the MOU.
00:42:21 Jason Delmue asked if he should designate a proxy from someone from the
Transportation advisory board.
