SUBJECT: NorthWestern Energy East Storage Yard – Request for Alternative Surfacing
PROJECT NO. 17032.05
Dear Lance:
The purpose of this letter is to request alternative surfacing for the NorthWestern Energy East
Storage Yard proposed at the north end of North Rouse Avenue. NorthWestern Energy would like
to propose gravel surfacing for the storage yard to minimize the level of improvement and regrading
required in the floodplain, and to provide a surface that is consistent with their existing storage yard
on Griffin Drive and the gravel access road that has been constructed between their existing yard
and the proposed east storage yard.
Due to the close proximity to the East Gallatin River, we are not recommending the typical dust
abatement agents of magnesium and calcium chloride. Rather we would suggest an environmentally
friendly alternative such as Earthbind Stabilizer by EnviRoad to be applied to the gravel roadways
on an annual basis. Once the solution dries, the product is considered to have cured and the
residual remaining on the road will bind the loose particles together keeping them from blowing off
as fugitive dust or washing off as suspended solids.
Please let us know if this proposed alternative surfacing would be an acceptable alternative to asphalt
surfacing for this particular project. Feel free to contact me if you have any questions.
