Twin Lakes Avenue / Rosa Way Utilities Utility Company: Twin Lakes Avenue and Rosa Way are north-south streets to be installed from West Oak Street to Harvest Parkway for Phase 1 of the Northwest Crossing (NWX) development. In order to accommodate a 10’ easement for a proposed drain tile groundwater system we are proposing to eliminate the Public Utility Easement (PUE) on the west side of Twin Lakes Avenue and Rosa Way. A 10’ PUE will be platted along the east side of Twin Lakes and Rosa Way.
