Site Plan Review Addison Place Condos
Project Narrative:
We are proposing a new residential living project at the intersection of Thomas Drive and Sartain
Street. The .91-acre project site is zoned as R-4. As proposed the project would include one building
with 20 separate living units.
It is our intention to create a high quality, attractive, and affordable housing project. The unique design
includes small one bedroom and efficiency units designed for maximum privacy, views, ease of
construction and quality living spaces. The site has been laid out to provide attractive views of the
buildings from the street ROW. Additionally, the living units are situated to provide views to the
Bridger Mountains, as well as to the south facing the Hyalite Range. The project provides large patios
and decks to offer usable private outdoor areas for each unit. The design is intended to provide the
highest density available to offset the high cost of construction and to offer a product at the fairest
price possible. By providing the highest density possible our intent is to provide an affordable product.
The site provides one parking spaces for each living unit. Additionally, we provide for twice the
required bicycle parking with 8 bicycle parking spaces. The site is also near a Streamline Bus stop. We
would like the City to consider giving us some flexibility in the intent of the rules for the sake of
creating an affordable living unit.
We would like to start construction in the spring of 2022. No phasing is being proposed for this
project.
Responses to Conceptual Review comments are listed below.
Planning:
1. There are now 20 units – (7) efficiency units, (10) 1-bedrooms units, and (3) 2-bedroom units.
2. 29 parking spaces are required, before the 10% reduction from adjacency to transit. The transit
reduction changes the required spaces to 27. 28 spaces are provided.
3. 3 bicycle spaces and required and 8 bicycle spaces are provided. No bicycle reduction is
applicable for a residential lot.
4. The east side along Thomas Drive meets landscaped block frontage requirements. The
transparency percentage is 15% and meets the minimum requirement. The east elevation
incorporates entry weather protection, an entry facing the street, and 10’-0” deep landscaped
setback. The parking lot is less than 50% of the Sartain St frontage and includes a 10’-0”
landscaped setback.
5. The open space hardscape paving at the north side of the lot is used for snow storage.
6. The southern row of parking has been revised to provide a landscape element every 100’-0”.
Fire:
2
1. Scott Mueller approved the exception slightly over 150’-0”.
2. The building is fully sprinkled with fire alarms. The fire riser room is accessed from the
sidewalk. It is now a 20-plex.
Building:
1. All Level 1 units are ADA or adaptable Type B.
Sanitization:
1. The trash enclosure is located near the entry of the site. The location has been approved by
Russ Ward, Solid Waste Division.
