Be also adaptable and flexible with an outward focus on the customer and an external understanding of the issues as others may see them. Spoke to potential pitfalls of petition process, and potential solution of Big Sky expanding their existing UTD to include Bozeman and Belgrade Talago asked if the UTD would levy taxes on property owners living within the district boundaries McKinney- Asked How does Livingston factor in? Who are the decision makers in charge of a UTD? Evans- What are you looking for from neighborhoods? Dani Hess gave an overview of the upcoming reassessment of HRDC’s Community Needs Assessment Public Comment Mary Wictor, Boylan Road- need more information on what perspectives HRDC is seeking for community needs assessment as well as outreach regarding the proposed UTD. Dani Hess- City Liaison Update We have new Communications and Engagement Manager UDC overhaul Brad Bates spoke to formation of the Bridger Creeklands neighborhood association 4 Questions: Stevens asked about voting members identified in bylaws. McKinney and others spoke to about their own neighborhood association bylaws Semones asked about boundaries of the association Walsh spoke to collaboration among neighborhood associations Talago asked top 3 sources of pride in the neighborhood Motion by rep Close: I move that INC support establishment of the Bridger Creeklands neighborhood pending completion of their inaugural meeting. Motion passes 7-0 Commission Update Hess reminded all that the 6-month commission calendar is the best tool for staying in the loop on upcoming Neighborhood Updates McKinney- Upcoming meeting Walsh- developments and zoning updates, epa tour for Idaho pole, parade of sheds Semones- Traffic calming analysis Evans- love the new playground Stevens- Work to address code changes related to fraternities and sororities in residential neighborhoods Close- Hospital is replatting current vacant land since plat expired Talago- Bridger Rehab closed, El Mercadito no longer coming to old Charter/Spectrum Adjournment- Evans 6:03pm 5 Memorandum REPORT TO:Inter-Neighborhood Council FROM:Community Development SUBJECT:Building our Future Together - Updating Bozeman's Code MEETING DATE:October 13, 2022 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Listen to presentation and participate in engagement activity and discussion STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND:The City of Bozeman is updating the Unified Development Code (UDC) to implement the vision and goals established in our city’s guiding documents such as the 2020 Community Plan (aka “Growth Policy), the Climate Plan, and strategic priorities like affordable housing. These broad visions, goals, and priorities are implemented through the Unified Development Code or “UDC” or “the code.” The UDC sets forth regulations around what kinds of development can occur in which areas through development standards and zoning districts. The goal for this engagement effort is to consult the community on how to improve usability of the UDC and how the regulations in the UDC can help accommodate growth while meeting community goals in our Community Plan, Climate Plan and others. Throughout the project residents, developers, builders, and the community at large will be consulted on specific topics relevant to how different people interact with the code. Specific focus areas will be: Formatting, organization of the UDC Zoning Districts Sustainability Parking Park Standards Transportation Join project team members from Interboro Partners and dig into an engagement activity on the nuance and tradeoffs of development concepts and code topics that seek to balance growth, sustainability, housing needs, 6 and our community's vision for the future of Bozeman.
