The proposed plan for the Buffalo Run Subdivision is definitely a “Bait and Switch” scheme! There are three major problems with this new plan! One, the original proposal provided to all people involved in the public comment meetings stated that there would be single family homes and that these would be placed closest to the existing single family homes. The Fowler Lane area is only single family homes that have been there for many years. The subdivision to the east of Buffalo Run is all single family homes. This is a prime agricultural and wildlife area. Single family homes are most appropriate for this area. Now, the developer has switched his plan for ONLY multiple housing units, not any single family homes that would fit into this area so much more appropriately. The second issue is that the dust is killing us! My family lives on the portion of Fowler Lane, between Blackwood and Patterson Roads, that will still be gravel even after the subdivision installs the paved street from Blackwood to Stucky. We already pay over $2000 for one application of dust abatement every spring. You increase the traffic to the numbers that Buffalo Run is planning and we have more unhealthy dust to live with! It is already terrible with all of the gravel trucks going to projects on Fowler Lane to projects in the south and east of town. Dust abatement on this last one mile stretch on Fowler Lane (Blackwood to Patterson) must be accounted for in the proposal. The third issue is that NO plan should be approved until all problems with the Irrigation Canal and ditches have been resolved. We have depended on these ditches and canals for more than a hundred years. You must consider all agriculture users upstream and downstream whenever talking about changing a ditch or canal. I attended a meeting with the developer, his engineers and water users. Nothing was solved at the meeting other than users expressing the facts that the proposal to move the ditch to the West, using 90 degree turns, would not work given the design that was suggested. The issue with the ditches must be solved before any development is approved! Density, dust and ditches must be solved appropriately before any subdivision plans are approved.
