PROJECT NARRATIVE – Texas Roadhouse
Bozeman, Montana
This project involves the development of Lot 16A in Block 3 of the Bozeman Gateway Subdivision
in Bozeman, MT (Gallatin County). Texas Roadhouse Holdings proposes to construct a single
8,043 SF Restaurant, with a 476 SF outdoor patio, on the 0.44-acre parcel of land. The lot is
zoned B-2, Community Business District, and falls within the Bozeman Gateway Planned Unit
Development. Parking, per the lease, is intended to be shared with the surrounding development.
The parking requirement for this building is based on the indoor and outdoor service areas and is
calculated to be 91 vehicle parking spaces. The Developer has provided a Parking Lot
Implementation Plan / Parking Calculator which confirms that adequate parking will be provided
by the Landlord. A copy of this document is provided separately. Shared bicycle parking is
provided on-site and is also provided across the development.
The Texas Roadhouse restaurant will be approximately 28’-10” in height. Per the City of Bozeman
zoning requirements, Texas Roadhouse has oriented the front entrance door to the north, facing
the street (Huffine Lane) and the public access trail. The entrance is designed with at least 3-ft of
weather protection. The northern façade provides transparency of at least 25% of the ground
floor between 4-8 ft above the sidewalk. Landscaping is provided between the street and the
building walls, including low level plantings at windows and higher-level plantings along blank
walls. A 5-ft path has been provided to connect to the public access path along Huffine Lane
from the northwest corner of the lot, per the Master Plan. The trash enclosure area is screened
with an 8-ft CMU wall and similar landscape plantings.
Texas Roadhouse is requesting a Departure from the Bozeman Municipal Code (Section
38.530.060. - Building materials. 4 – Cementitious wall board paneling/siding). During the pre-
application meeting in Fall 2021, Staff noted that departures would be considered provided the
material's integration and overall façade composition meets the intent of the standards. Staff
would support a departure from this standard based on the existing design.
DEPARTURE: The following is a request for departure for use of fiber cement board wall siding as the dominant
siding material per Sec. 38.530.060.D., “Departures to building materials standards will be considered if they are
determined to meet the intent of 38.530.060, Building Materials”.
Complies with Sec. 38.530.060.A.1., as demonstrated in the response (see “Complies with Sec.
38.530.060.C.4.b…”, below), visual interest from vehicular and pedestrian vantage points is provided. The

fiber cement board siding specified is durable and resistant to damage from maintenance and weathering.
Please refer to product literature describing durability – factory coated for consistency and durability, with a
20 Year Coating Warranty.
Complies with Sec. 38.530.060.B. The fiber cement board siding specified is a durable material. Please refer
to product literature describing durability – factory coated for consistency and durability, with a 20 Year
Coating Warranty. Brick veneer base or CMU block are around entire building and satisfy the impact resistant
material requirement to a minimum 18” above any walking surface. See sheets A3 and A4.
Complies with Sec. 38.530.060.C.4.a. Siding is not used where adjacent to sidewalk or other pedestrian path
with exception to entries/exits to the building, pick-up window, or at building utility meters as required by
NWE. Landscape and planting material separate the sidewalk from the building façade. Please refer to
revised sheets C3.0 – Site Plan, and L1.0 – Landscape Plan. In addition, a base of brick veneer further
separates siding from the ground. See sheets A3 and A4.
Complies with Sec. 38.530.060.C.4.b. Please refer to MB1.0, A3, and A4. Fiber cement board paneling/siding
is the dominant siding material and therefore complies with Sec. 38.530.060.4.b. “Where cement board
paneling/siding is the dominant siding material, the design must…”
1. “… integrate a mix of colors and/or textures…”
This is accomplished by:
• Siding applied in a horizonal, lapped-board configuration.
• Siding applied in a vertical, panel configuration.
• Boarder trim and banding in two colors (painted green color and a matching “summer wheat”-color)
• The siding specified having wood-grain texture and variations in color to mimic the appearance of
real wood.
2. “… that are articulated consistent with windows, balconies, and modulated building surfaces…”
This is accomplished by:
• Border trim, banding, and siding orientation (horizontal-lapped and vertical panel) are articulated
consistent with modulated building surfaces. This occurs above, below, and adjacent to areas
defined by pitched roofs, at the “tower” architectural features, at signage areas, and at changes of
depth or orientation of the building façade.
3. “… and are balanced with facade details that add visual interest from the ground level and adjacent
buildings.”
This is accomplished by:
• Integration of the different applications of siding effectively helps create a balanced and
proportional scale to the façade. The brick veneer defines the base. Windows and siding define the
middle. The pitched roof separates the pedestrian scale below from the defined top, with the “tower”
architectural features, signs, and building parapet.

• The scale of the texture, color, and size of the siding is like typical wood siding material and is
installed in a similar way.
As demonstrated above and per compliance with Sec. 38.530.060.D., a building material departure for
use of the proposed fiber cement board siding material as the dominant siding material should be
approved.
Texas Roadhouse is a full-service, sit-down restaurant. They are a moderately priced, casual
dining restaurant concept offering an assortment of specially seasoned and aged steaks hand-
cut daily on the premises and cooked to order over open grill. In addition to steaks, the menu
offers a selection of ribs, seafood, chicken, pork chops, pulled pork and vegetable plates, and an
assortment of hamburgers, salads, and sandwiches. Since 1993, Texas Roadhouse has grown to
more than 550 restaurants in 49 states and in seven foreign countries.
Generally, the Texas Roadhouse hours of operation are Monday thru Thursday from 4:00 p.m. to
10:00 p.m., Friday from 4:00 p.m. to 11:00 p.m., Saturday from 11:00 a.m. to 11:00 p.m. and
Sunday from 11:00 a.m. to 10:00 p.m. Typically, 35-40 employees are on staff for the peak shifts.
Deliveries are made during non-business hours.
Texas Roadhouse submitted plans and documents to the City of Bozeman for a Concept Review
in February 2022 and received comments in March – responses to those preliminary comments
are provided separately.
Texas Roadhouse is currently on track to construct and open this restaurant by November 2022,
