I hope that I might get a reply with answers to the these questions, I've only slightly modified from
9/19/2022 submission one week ago:
When PUDs began?A) Code/regulations have been updated & replaced a number of times... When were PUDs first added to
Bozeman Municipal Code?{I am curious to know this, and looking for an approximate timeframe answer [exact dates not necessary.]If this is not known, it's ok.}
When/Why PUDs were required??B) It's been shown where PUDs have occurred in Bozeman to date, plus stated that these were
REQUIRED--when was this and why?
{Wondering if the City of Bozeman could REQUIRE a PUD before, why not now? Why were PUDs"required" in past & range of years?}
C) Options/Features for PUDs via preference or requirement: i) It was stated that PUD flexibility was offered only for 1 thing: "more Open Space" (is this correct or onlyoriginally in the beginning)?[More Open Space... see F) below] as it is a rather important and intentional outcome when PUDs areused/required in sensitive areas.]
ii) Chris Saunders also has stated PUDs did offer 11 items that could be used for flexibility via PUD, whatare/were these 11 areas?[I have looked at and read BMC 38.430 but can't seem to identify as many as 11 separate
features/items/options that exist/existed.]
Restricted Size Lots (RSLs) or units?D) I know and can see that PUDs in 2005 were required to have x-# or some percentage of RSL(Restricted Size Lots). i) Why were smaller Lots and/or units required for at least some portion of the past (don't know range ofyears)?ii) Why are "smaller" sizes and/or RSLs no longer a requirement?
Comment: With housing affordability & affordable housing being issues along with low supplies/housing
crisis, it would seem that a smaller size Lot, and/or smaller size dwelling unit would potentially have lower
costs to build + to purchase Land or developed unit(s).
PUD repeal PDZ replacement--how attract use of?E) How will recently adopted PUD repeal with replacement by PDZ (Planned Development Zones) to beeffective October 23,2022 attract developers to use the PUD? [It was stated in the City Commissionmeeting that asks for the 3-4 categories of things in the past had not resulted in anyone taking upthe offers.]
[NOTE:, it was suggested by the Commission that PUDs be looked at for how much/often uses within the
1st year of this new adoption--because if not used or only a few times, then likely CHANGES will need to
be made.]
GOOD VISUAL EXAMPLE? FYI F) Attached is an example of 55 units in a Conventional Subdivision compared VISUALLY to a Planned
Unit Development (PUD) from the American Planning Association (APA) Michigan Chapter. I feel it is
quite EASY to "see" how clustering of development units/dwellings protects sensitive natural resources inthis visual which I found just browser searching on the Internet earlier this month (9-13-2022).

Thank you for having done that session and all of your answers to Board Member questions. However, I am hoping you/someone can reply on my questions... since PUD to PDZ appears before CityCommission on 9/27/2022.
