The site is bordered to the north by Kurk Drive and along the west by S. 30th Avenue. The park expansion is located adjacent to the west side of the existing Meadow Creek Park (Ainsworth Park) as shown in figure 1 below. The proposed park expansion will adhere to the guidelines set forth in the Meadow Creek Subdivision Parks Master Plan (Draft dated 4/29/21). Figure 1 Meadow Creek Park Expansion 4 The Meadow Creek Subdivision Parks Master Plan identifies this area (Ainsworth Park) as a park characterized by wide vistas with existing willow and cottonwood stands. Both the willow and cottonwoods provide for wildlife habitat and visual interest. This park area is the least developed and most wild of the Meadow Creek parks. A soft-surfaced trail through the native grass picnic and play areas provides access to an interpretive and exploration area. The picnic area accommodates group gatherings while shrub and tree plantings will afford some secluded areas. The existing park has a small playground to the south with some irrigated turf. The majority of the existing park has native grasses with irrigation only for turf and shade trees along S. 30th Avenue. The Park Master Plan does indicate that the majority of Meadow Creek Park (Ainsworth Park) was meant to be a more natural/wild park with minimal irrigation. Figure 2 of the master plan identifies this area as Plant Zones 4 and 5. Vegetation Zone 4 was meant to have minimal to no irrigation (the majority of the park), while Zone 5 along the perimeter was meant to have some irrigation. Figure 2 Meadow Creek Park Expansion 5 SUBDIVISION DEDICATED PARKLAND AND OPEN SPACE Parkland Intent - A summary table of overall parkland calculations is included below. The Homestead at Buffalo Run plan provides a total of 2.16 acres of parkland, which is .10 acres less than the parkland required. Based on current expected densities up to 12 dwelling units per net acre, the subdivision will require 2.26 acres of parkland. Please refer below for the CIIP & IILP Justification. CIL)) 9.5 ACRES x 8 D.U./ ACRE x 0.03 UNITS/ACRE = 2.26 ACRES REQUIRED 9.5 ACRES x 4 D.U./ACRE x 0.03 UNITS/ACRE = 1.14 ACRES x 43,560 SF/ACRE x $2.07/SF (2021-22 VALUE) = $102,792.88 CILP OR IILP LAND DEDICATION REQUIRED: 2.26 ACRES PARKLAND AREA PROVIDED: 2.16 ACRES ADDITIONAL LAND REQURIED: .10 ACRES ADDITIONAL CILP/IILP REQUESTED: 01 ACRES x 43,560 SF/ACRE x $2.07/SF (2021-22 VALUE) = $9,016.92 TOTAL CILP : ($102,792.88 + $9,016.92) = $111,809.8 Summary Table CILP & IILP Justification Due to the minor shortfall in dedicated land proposed for the Buffalo Run extension of the Meadow Creek Park, the following section describes why a request for providing CILP/IILP of .10 acres of land is appropriate. Resolution 4784 The following sections and criteria from Resolution 4784 support this request. - Section 1: o Proximity to existing parks – Buffalo Run Park will be an extension of the Meadow Creek Park (Neighborhood Park), creating a 6+ acre park to serve the needs of the neighborhoods adjacent to the park. There is also the strong possibility that future development to the south will provide even further expansions to the parkland 6 connected to Buffalo Run. These parks areas will be more than sufficient to meet the relatively minor land shortfall proposed within this master plan. o Type, function of, and facilities included in nearby park – See narrative description of park amenities within Meadow Creek Park and our connections to that park. o Correspondence with City’s adopted city-wide park master plan – See Chap 8 details below. o This is the expressed preference of the developer. - Section 3: Favorable conditions for CILP (if necessary) o The travel distance from the development to the existing neighborhood park (Meadow Creek Park) is less than 300 feet. o The acceptance of cash-in-lieu enables accomplishment of other City priorities, such as enhancement of the aggregated Meadow Creek Park. o This is the expressed preference of the developer. - Section 4: Favorable conditions for IILP o The proposed park improvements will serve the residents of the development and adjacent developments. o The work will conform with the procedures and standards/specs regarding the installation of the park improvements. Chapter 8 of the PROST Plan This request for providing CIL/IIL of .10 acres of parkland is further supported by Chapter 8 of the City’s PROST Plan as outlined below. - CILP Dedication Proposals o 8.4.3 CILP Criteria  Proximity to existing parkland – The Buffalo Run Park is proposed adjacent to and as an extension of the existing Meadow Creek Park, providing an opportunity to aggregate and consolidate parkland into a larger park.  Trail Connections (public ROW) are provided throughout this site connecting to the existing trail network and allowing for future connections beyond this site.  Service area – Buffalo Run lies directly adjacent to Meadow Creek Park, satisfying the required ¼ mile radius distance standard. o 8.4.4 Policy Statement  This is a high-density residential development.  The subject property is within the service area of an existing park and the type/size/location of the existing park can meet the shortfall of land described in the parks master plan.  The project is proposing to add on to the existing park to create an overall 6.29 acre park adjacent to this development. PARK EXPANSION PROJECT SCOPE The 2.16-acre park expansion follows the intent of the master plan, providing Plant Zone 4 (native maintained open space) with Plant Zone 5 (native manicured park.) Baseline improvements would include 1) soil amendments, fine grading, bluegrass seed, irrigation and shade trees along the street frontage of S. 30th Avenue and Kurk Drive and 2) soil amendments, site grading and native seeding for 7 the balance of the site. Space is being provided at the north end of the park expansion for active winter recreation such as cross country skiing and a sledding hill created from shaped snow storage. Improvements in lieu of parkland would include 1) a bluegrass sod playfield approx. 80’ x 200’ for open play including irrigation 2) an 8’ wide crusher fines trail to connect residences west of S. 30th Avenue to the existing park and 3) bluegrass sod for the tree lawn areas in place of bluegrass seed. Trail Network There is an existing soft surface trail that extends east from S. 30th Ave. that connects the existing park site to adjacent residential neighborhoods. This is shown in Figure 3 of the master plan. Per the master plan, “The recreational functions of the trail system include access to park and open space areas from residential blocks, fitness and relaxation”. The trail surface types are selected based upon function and to complement the surrounding character. All trails shall meet ADA guidelines and be capable of supporting bike and pedestrian traffic. Concrete Surfaced Pathways Per the park master plan, concrete pathways are primarily to function as street sidewalks with a standard width of 5 feet, constructed to City of Bozeman standards. Accessible curbs and ramps will be constructed at all street intersections. A 5’ wide concrete walk and accessible ramp is being provided along S. 30th Avenue as part of the park expansion. Fines Surfaced Pathways Crushed gravel fines pathways are primarily to function as pedestrian access to open space and natural areas as well as a fitness path with a standard width of 8 feet. Where standard concrete sidewalks are crossed, the fines surface will start or stop at the back of the sidewalk. This pathway runs through both open space areas and dedicated park areas. Where the fines surfaced pathways intersect streets, accessible curbs will be constructed. At the intersections where the pathway grade exceeds 12:1 from the back of the accessible curb, a six-foot-long (eight feet wide) asphalt ramp will be constructed for accessibility and to prevent the gravel surface from migrating into the street. An 8’ wide crusher fines trail is being provided as part of the park expansion. Trail Construction and Design Specifications Class II Trails Shall be a minimum of 6 feet in width. Trail bed must be excavated a minimum of 6 inches deep, prior to installation of tread mix. All existing organic material shall be completely removed from the proposed trail location and subgrade sterilized. Tread mix shall be installed in two parts. The first 3 inch lift shall be a ¾” Road Mix, compacted, and then the top 3 inches of 3/8th inch minus gravel (natural fines). Natural fines used for these trails shall consist of 80% sand, 10% silt, and 10% clay. If the material falls outside of these parameters, the City of Bozeman Parks Division must be consulted for approval and modification. If the natural fines tread mix does not contain enough clay or silt binder, additional binder must be mixed in. alternative soil stabilizer products are acceptable, but must be approved by the City of Bozeman Parks Division. Trail bed must be filled up to original surface along both edges with a cross slope of no less than 2% cross slope and no more than 5% to provide for water drainage and meet 8 ADA requirements. Tread mix must be rolled flat and compacted after installation, maintaining a 2% to 5% cross slope. (If moistures content is not adequate for compaction, water should be added prior to rolling and compacting). Where terrain allows, slope of trail should not exceed 20:1 with a cross slope no greater than 50:1, to provide for ADA accessibility. All damage to surrounding features and/or vegetation shall be reclaimed immediately. Encroaching weeds, due to trail construction, shall be treated and controlled for a minimum of 2 years after trail section is completed. Minimum overhead clearance shall be 96” in height for pedestrian and bike traffic and 120” in height for equestrian traffic. Park Frontage In order to comply with Sec 38.420.060 of parkland frontage requirements, an irrigated lawn with street trees is being provided along S. 30th Avenue adjacent to the proposed park expansion. Construction Any and all site work (including trails) must be preceded by a preconstruction meeting with the City of Bozeman. All plans, improvements, structures, and plantings must be approved by the City prior to installation. Building Permits are required for any structural improvements, if necessary. Any deviation from the Park Master Plan must be submitted to the City and approved before construction Vegetation All vegetation shall be quality nursery stock and construction documents will dictate further specifications and species selection. A variety of species shall be selected to ensure that a pest or disease event does not decimate the entire project. Trees, shrubs and herbaceous plants will be chosen for their size, hardiness and aesthetic nature. Plants used will be regionally native and/or adapted to the extent possible. All trees are subject to approval by the City of Bozeman. Tree selection should be based on the recommended species list provided by the City of Bozeman. Tree size and selection shall be varied in order to create visual interest and a varied genetic palette. Recommended Irrigated Turf Grass Mix: (Dedicated Parkland and adjacent street frontage) Pennfine Perennial Rye 30% Glade Kentucky Bluegrass 30% Baron Kentucky Bluegrass 30% Pennlawn Creeping Red Fescue 10% *Based on a drill-seeding rate of approximately 16.56 pounds PLS per acre. The rates will be doubled for hand broadcast seeding, which is 33.12 pounds PLS per acre. Native Grass Mix Western Wheatgrass ‘ Rosanna’ 40% Streambank Wheatgrass ‘Sodar’ 20% Thickspike Wheatgrass ‘ Critana’ 10% Covar Sheep Fescue 10% 9 Bluebunch Wheatgrass 10% Sherman Big Blue Grass 10% *Based on a drill-seeding rate of approximately 16.56 pounds PLS per acre. The rates will be doubled for hand broadcast seeding, which is 33.12 pounds PLS per acre. Irrigation The developer is intent upon the responsible use of the water resources on site while fulfilling site and subdivision requirements. The dedicated park area will utilize the existing park well (located near 31st Avenue) specifically for park irrigation use. An automatic irrigation system is being provided for the 80’ x 200’ multi-use play field and the lawn with street trees along S. 30th Avenue. All irrigation system components will meet the City of Bozeman Parks Division specifications summarized as follows: Fine mesh filters are required to ensure distribution of clean water throughout the system Mainline and laterals shall be schedule 40 PVC sized according to proper hydraulic requirements. Mainline and laterals shall be installed at a minimum depth of eighteen (18") inches and twelve (12") inches respectively. Four (4") inches of sand shall be placed above and below all lines. All lines will be marked with water locate tape placed between upper sand level and soil level Irrigation heads will be gear driven and commercial grade 'sport field' specific, when applicable. Head to head coverage is a design requirement. All heads to have manufactured Schedule 80 PVC swing joints with two o-rings. Drip lines may be pulled 1" poly pipe with flexible saddles with bubbler emitters. Electrical wiring shall be placed above PVC and 18" of extra wire coiled every 120' and/or every bend greater than 30 degrees. All controllers will be compatible with Maxicom systems unless otherwise specified. Irrigation 'as built' plans, along with all product information and warranty information, shall be submitted to the City of Bozeman Park Division. Soils All soils will be analyzed prior to final grading to determine soil type and nutrient deficiencies, if any. The classification and texture will determine what amendments, if any, are needed, while the soil analysis will help correct any nutrient problems with a pre-plant fertilization. The City of Bozeman Parks Division staff will be consulted during the topsoil and subsoil evaluations to assure proper drainage conditions for the active sports field areas. If the soils require amending, this will be amended to Bozeman Parks Division specifications prior to final grading and seeding of the active sports field areas. During final grading, the ground will be tilled to a minimum depth of ten inches and all rocks larger than one inch will be removed. There will be no compaction following the grading process. Fertilizer, and the rate at which it will be applied, should be dictated by the soil test report. Maintenance Irrigation System Maintenance Irrigation system will be monitored and maintained by the developer’s irrigation contractor until installation is completed and accepted by the City of Bozeman. A one-year warranty on all manufactured parts and labor will be covered free of charge. Following acceptance of the 10 irrigation system by the City, irrigation maintenance would become the responsibility of the City of Bozeman Park Division. Landscape Maintenance The developer shall maintain all landscape areas until completed and accepted by the City of Bozeman park Division. All turf area will be mowed, fertilized and weeded and all trees until final acceptance.
