HomeMy WebLinkAbout20220914 - Sustainability Advisory Board - PDZ #2Planned Development Zones (PDZ) & Sustainability September 14, 2022 •The City of Bozeman has repealed the Planned Unit Development (PUD) standards and replaced it with Planned Development Zones (PDZ) Under Ordinance 2104 •Two public hearings •Amendments •Two public hearings with final adoption on September 13, 2022 •Effective date October 13, 2022 •Use is voluntary •Applicants can apply for a PDZ process to gain additional flexibility in code, in exchange for providing certain public benefits •A PDZ creates a new custom zoning district and associated land development standards that apply to that site Planned Development Zones What We Heard •What type of flexibility is offered through the PDZ process? •Do PDZs cause problems, such as parking issues? •Are there limits to allowable relaxations? Is there a list? •Why is the Sustainability/Resilience PDZ option limited to three sustainability priorities? •What about other areas of the Climate Plan (e.g. sharing sheds)? •The EV option may be too easy or manipulated. Past Use of the Planned Unit Development (PUD) Ordinance PUD Relaxation Report from Groundprint, December 16, 2020: •PUDs intended to facilitate innovation and creativity in land development •PUDs must prove their benefit to the community •Can be a controlled test of new ideas before committing to city-wide regulatory changes •Classic PUD example is clustering more units on smaller lots in exchange for additional open space or protection of critical lands •Largely addressed in Bozeman’s overall growth policy and development code •Beyond open space, PUDs can be used to create affordable housing, reduce greenhouse gas emissions, and mitigate impacts of climate change Past Use of PUDs PUD Relaxation Report from Groundprint: •6 PUDs studied •Relaxations granted in at least 3 of 6 developments: •Expansion to allowable uses •Smaller lot areas •Narrower lot widths •Increased lot coverage •Changes to lot setbacks •Right-of-way width and construction standards •Park frontage alternative standards •Parking reductions to amount required or size •Concurrent construction requested with preliminary PUD Map Source: Bozeman Interactive GIS New Planned Development Zone (PDZ) Ordinance •Based on Commission approved priorities and plans, staff identified the following public benefits for the purpose of the PDZ: •Affordable housing •Protection of historic structures •Sustainable design •Large developments •Novel public benefits (added) •Materially advances at least 6 objectives of the growth policy and at least 2 priorities each from 2 other adopted plans of the City which produce public benefits. Sustainable / Resilient Design PDZ •PDZ application must demonstrated and achieve two or more of the following: •Reduce water consumption at least 25 percent; or •Reduce non-renewable energy use at least 25 percent; •Reduce average daily motor vehicle trip generation at least 25 percent; or •A combination of reductions in the above providing at least an equivalent. •Why these priorities?
