ENGINEERING COMMENT RESPONSES - CIVIL

The following responses are being provided to explain how the Engineering Comments
received on November 22, 2022 for the Trout Meadows Phase 3 Concept Review
Application (21404) are being addressed with this site plan application submittal:
DRC Memo – Engineering Comments:
Stormwater
1. If stormwater runoff generated from the proposed development was accounted for within the
Cattail Lake Subdivision Stormwater Management Plan, the applicant must confirm this is the
case and verify current standards will be met for the proposed development as part of the formal
Site Plan submittal.
RESPONSE: Stormwater runoff generated from the Trout Meadows Phase 3 development
will be addressed by a combination of the existing Cattail Lake Subdivision stormwater
system and on-site stormwater retention facilities. The stormwater design report includes
calculations demonstrating how the combined systems will meet the current standards
for these sites without exceeding the capacity of the existing subdivision stormwater
infrastructure.
2. BMC 38.410.080 and 40.04.500.A - Requirement to control and reduce stormwater pollutants.
a. The stormwater design report must be provided to demonstrate that proposed
development meets or exceeds the City’s drainage requirements. If the development
intends discharge drainage to subdivision infrastructure the design report must include
the relevant sections of the subdivision design report demonstrating that the subdivision
infrastructure was design to accommodate runoff from the proposed development.
b. The maximum groundwater elevations must be included in the stormwater report and
should be vetted by the engineering certifying the drainage design.
RESPONSE: A portion of the runoff from this development will be addressed on-site and
the remainder will discharge to the existing subdivision stormwater infrastructure.
Relevant sections of the original subdivision design report are included with new
calculations demonstrating how stormwater runoff from each site will be managed to
meet the current standards without exceeding the capacity of the existing system.
Groundwater monitoring information is also included and was evaluated with respect to
the design stormwater facility elevations to allow for successful storage and infiltration.
3. BMC 38.540.020.M - The applicant must identify snow storage areas for the parking area.
Snow removal storage areas must be sufficient to store snow accumulation on site. Such areas
shall not cause unsafe ingress/egress to the parking areas, shall not cause snow to be

deposited on public rights-of-way, shall not include areas provided for required parking access
and spaces, and shall not be placed in such a manner as to damage landscaping
RESPONSE: Snow storage locations for the on-site parking areas are shown on the site
plans and are located to meet these requirements.
Water Rights
1. BMC 38.410.130 (A.1) - Water rights - The applicant must contact Griffin Nielsen with the City
Engineering Department to obtain a determination of cash-in-lieu of water rights (CILWR).
CILWR must be paid prior to site plan approval.
RESPONSE: Griffin Neilson was contacted with a request for a CILWR determination for
this project on February 3, 2022. A copy of the request is attached. We understand that a
final CILWR determination and payment will be required for site plan approval.
Water and Wastewater
1. BMC 38.410.070 and DSSP Section V.A and V.B - Prior to a determination of adequacy the
applicant must provide an estimate of the peak-hour sanitary sewer demand as well as the
average and max day demands of domestic water usage for the proposed site development.
The estimates must be certified by a professional engineer.
RESPONSE: Certified estimates of domestic sewer and water demands for this project are
provided in the engineering design report following methods in the City of Bozeman
Design Standards and Specification Policy.
2. DSSP Fire Service Line Standard: The applicant must prepare plans and specifications for any
fire service line in accordance with the City’s Fire Service Line Policy. The plans must be
prepared by a Professional Engineer and be provided to and approved by the City Engineer
prior to initiation of construction of the fire service or fire protection system. The applicant must
also provide Professional Engineering services for construction inspection, post-construction
certification and preparation of mylar record drawings. Fire service plans, and domestic services
4” or larger, must be a standalone submittal, separate from the site plan submittal. City of
Bozeman applications for service must be completed by the applicant.
RESPONSE: Understood. Fire service line plans will be submitted for each building for
approval prior to installation.
Transportation
1. BMC 38.220.080.A (2.g) - The applicant must submit a peak hour trip generation value and
confirm the trip generation is within the subdivision transportation impact study (TIS).
RESPONSE: A trip generation memo is provided that includes the peak hour trip
generation value for this development as well as verification that the resulting peak hour
trips for the subdivision with this project are within the values originally estimated by the
Cattail Lake Subdivision TIS.
Conditions of Approval
1. If not already filed for the subject site, the applicant will need to provide and file with the County
Clerk and Recorder's office executed Waivers of Right to Protest Creation of Special
Improvement Districts (SID’s) for the following:
a. Street improvements to Davis Lane from East Valley Center to Baxter Lane including

paving, curb/gutter, sidewalk, and storm drainage
b. Street improvements to Cattail Street from Ferguson Avenue to North 27th Avenue
including paving, curb/gutter, sidewalk, and storm drainage
c. Intersection improvements to Cattail Street and Davis Lane
The document filed must specify that in the event an SID is not utilized for the completion of
these improvements, the developer agrees to participate in an alternate financing method for the
completion of said improvements on a fair share, proportionate basis as determined by square
footage of property, taxable valuation of the property, traffic contribution from the development,
or a combination thereof. The applicant must provide a copy of the filed SID waiver prior to Site
Plan approval.
RESPONSE: Acknowledged – A draft copy of the SID waiver document is provided with
the site plan application materials. We understand a copy of the fully executed and
recorded SID waiver document is required for site plan approval.
