Madame Mayor, Mr. Deputy Mayor, and Commissioners— As I've been out chatting with folks the last few weeks about affordable housing the topic of short termrentals has come up repeatedly. I wanted to share an interesting policy idea that might help preserve both the opportunities afforded byshort term rentals and also some modicum of workforce housing. Joshua Tree, another gateway community, adopted an interesting strategy: they've limited ownership ofshort term rentals to no more than two for "any individual person, corporation, personal or family trust,LLC or LLP." This seems like a reasonable balance between allowing short term rentals without opening the floodgates to professional investors coming in converting long term rentals to short term rentals. I think this could be a good strategy to consider in Bozeman. Basically, the city would require all STRs tobe permitted (as is currently the case) and limit the number of permits to two per legal entity. FYI, I have submitted a suggestion to the Governor's Housing Task Force that the Department ofRevenue provide reporting on STR bed tax receipts to assist municipalities with tracking and enforcingshort term rental ordinances.
