Has Sec. 2.06.1870. - Living wage for city employees been updated this summer? I
see that on the city's website wages have been adjusted and now the lowest
employee makes $21 an hour. But has it ever been on the agenda? If not I am
requesting it be put on to vote, and update the code, since the last time was in 2002.
Sec.2.06.1870.
"On and after July 1, 2002, the city shall pay to employees a living wage, except asprovided by section 2.06.1900 and except for any employee that is a member of a
bargaining unit that has not negotiated a new collective bargaining agreement since
the effective date of the ordinance from which this division is derived."
....Sec. 2.06.1860.5."Living wage" means a wage calculated on an hourly basis equal to
$ 22.75 with health benefits or $27.75 without health benefits paid to a covered
regular employee; a wage calculated on an hourly basis equal to $ 22.75 with health
or without health benefits paid to a probationary employee; a wage calculated on anhourly basis equal to $22.75 with health benefits or without health benefits paid to a
seasonal employee; a wage calculated on an hourly basis equal to $22 with health
benefits or without health benefits paid to a temporary employee; and a wage
calculated on an hourly basis equal to $22.75 with health benefits or without healthbenefits paid to a short-term employee. Beginning on or after January 1, 2004, the
living wage described herein shall be increased at the beginning of the fiscal year of
the city or recipient, or annually, each year thereafter by an amount equal to the
change in the most recent Consumer Price Index, Class "B" and "C" for the WesternRegion."
Also, I will be presenting this idea, to help the HRDC host a design competition in
order to try and help the city commission solve the urban camping problem, oneproject at a time.

FAMOUS DESIGN COMPETITIONS
A more recent and comparable competition was recently held in
California, and was entitled "The Low-Rise Design Challenge." It
was organized by the Office of Los Angeles' Mayor Eric Garcetti
and the Chief Design Officer for the City of Los Angeles,
Christopher Hawthorne.
It was free to enter, and received a total of 380 submissions from
around the world responding to design ideas for affordable housing
in four categories: Corners, Fourplex, (Re)Distribution, and
Subdivisions.
Of the 12 winners of first-, second-, and third-place awards, seven
were from Southern California; two from New York City; two from
the UK; and one from Austin, TX.
Each of the four first-place winners received a cash award of
$10,000. Total prize money given out was $60,000. [2]

iconic buildings came from
architectural design
competitions.
For the British
Parliament, the Palace of
Westminster was
designed via a submission
in the 1836 commissioner-organized public competition to design a new
palace. Sir Charles Barry won, and then left a legacy behind for using
Italianate architecture in Britain and spurred the Italian Renaissance
garden style to come to England.
The Exposition in
Paris of 1889 was
held to celebrate
the 100th anni-
versary of the
Storming of the
Bastille, which
marked the
beginning of the
French Revolution.
and so the city held
a competition and
the winner was the
tallest structure in
the world at the
time.
The structural framework was created by Maurice Koechlin and Émile
Nouguier, and the tower was designed by Gustave Eiffel.

2022 DESIGN COMPETITION FOR NEW TRAILER
PARK TO DEAL WITH URBAN CAMPING
"Have you been to Walmart lately on a weekend? And I mean
the parking lot. It looks like a Bobcat tailgate party before a
football game. The place is packed with campers and semis. This
past weekend, I noticed that it was so crowded that a semi had
actually taken up a row of parking spots near the front of the

Bozeman City Commission needs to provide a place to park
RVs in order to solve our urban camping problem.
The easiest way to do this is develop on land that is already
owned by the HRDC.
The city should host a design competition for a new site plan /
design for a trailer park owned and operated by the HRDC. The
competition needs to be free to enter, with grand prize being of
$20,000; with a second place prize of $5,000; and for the winners
to be voted on by the HRDC administration.

"The Warming Center offers seasonal shelter to anyone in need-
families with children, single adults, and couples are welcome.
And this was created in partnership with the Greater Gallatin
Homeless Action Coalition. Additionally, the Warming Center is a
part of HRDC’s Housing Department and has been a part of the

Summary: The lot is located directly behind, and
west of, the Warming Center. This proposal would
allow people to park their mobile homes and come in
and do their laundry, or shower, or use computers and
all the other resources located at the Warming Center.
