RECOMMENDATION:Approve minutes as submitted.
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next regularly scheduled meeting. Staff will make any corrections
identified to the minutes before submitting to the City Clerk's Office.

Kathy Irvine made public comment regarding the swim center.

Strategic Services Director Jon Henderson provided an FYI that during the formal budget
adoption the Bozeman City Commission added an amendment to support additional funding to
explore alternative energy sources.
Strategic Services Director Jon Henderson provided an FYI that contracts have been procured
and approved for both the Gallatin Valley Sensitive Lands study and the Greenhouse Gas
Emissions Inventory.
Sustainability Advisory Board Chair Emma Bode provided FYI’s that the state of Montana
recently adopted the updated building code and that the Public Service Commission proposed a
new rule about engagement that could prevent organizations and businesses from participating
in meetings.

SUBJECT:Water Conservation Work Session.
MEETING DATE:August 10, 2022

RECOMMENDATION:Water Conservation Program Manager, Jessica Ahlstrom, will present
background on the City's water conservation efforts related to sustainability.
STRATEGIC PLAN:6.1 Clean Water Supplies: Ensure adequate supplies of clean water for today
and tomorrow.
BACKGROUND:The Bozeman Climate Plan includes a number of elements related to water
conservation. Action 6.O.1 invests in landscaping and irrigation upgrades at
City facilities. Action 6.O.2 builds on the success of water conservation
education and incentives. Action 6.O.3 evaluates additional water
conservation code and water rate structure adjustments. Furthermore, on
July 13, 2022 the Sustainability Citizen Advisory Board received an overview
of updates to Planned Development Zones and the Unified Development
Code. Building on these topics, Water Conservation Program Manager,
Jessica Ahlstrom, will present background to the Sustainability Citizen
Advisory Board on the City's water conservation efforts as it relates to
opportunities to inform both PDZ and UDC efforts. Topics will include
current code requirements, rebates & incentives, tiered rates, permanent
water restrictions, and enforcement as important background before
discussing proposed changes to landscaping and irrigation requirements.
Significant efforts will be made over the next 12-18 months to complete an
overhaul of the UDC. It is anticipated that the Sustainability Citizen Advisory
Board will provide a formal recommendation to the City Commission at a
future date.

SUBJECT:Unified Development Code (UDC) Overhaul Work Session #2.
MEETING DATE:August 10, 2022
AGENDA ITEM TYPE:Citizen Advisory Board/Commission
RECOMMENDATION:Unified Development Code (UDC) Overhaul Work Session #2.
STRATEGIC PLAN:4.2 High Quality Urban Approach: Continue to support high-quality planning,
ranging from building design to neighborhood layouts, while pursuing urban
approaches to issues such as multimodal transportation, infill, density,
connected trails and parks, and walkable neighborhoods.
BACKGROUND:On July 13, 2022 Chris Saunders, Community Development Manager,
provided an overview of the Unified Development Code (UDC) to the
Sustainability Citizen Advisory Board in an effort to orient the Board on
items that fall within objectives of the Climate Plan. The City Commission
has identified the UDC Overhaul as a City Commission priority for 2022-2023
through Resolution 5368. The UDC Overhaul will adopt changes that
facilitate increased housing density, housing affordability, climate action
plan objectives, sustainable building practices, and a transparent,
predictable and understandable development review process.
Examples of existing elements related to sustainability within the current
UDC include:
Multi-modal travel as a default system
Required bicycle and pedestrian systems
Compact development supported and required
Support for transit in development design
Support for solar and wind installation
Support for local food production
Mixed uses both allowed and encouraged
Water conservation encouraged and required
Most zones and zone map are multi-household
On June 28, 2022 the City Commission approved a contract with Code Studio
to assist with the process of updating the UDC over the next 12-18 months.
This contract includes a scope of work that will further align the City's

adopted plans with the UDC.
Topics under review from the Sustainability Division include:
1. Identify Net Zero Energy building incentives (consistent with PDZ)
2. Consider deconstruction and materials recovery plan for demolition
permits with emphasis on historic buildings
3. Consider neighborhood orientation for passive and active solar energy
review
4. Define solar-ready and include drawing detail
5. Identify shared or individual space for recycling and composting service
6. Establish structure to support district heating/cooling or other shared
essential services
7. Establish best practices/decommissioning plan for large-scale solar
8. Electric Vehicle Service Equipment – Incorporate use into existing code
and EV-ready provisions for non-individual garages
9. Review utility easement criteria for electric-only developments
Other relevant issues identified include:
10. Review Stormwater Management Plan and drainage system submittal
detail
11. Review wetland submittal detail
12. Evaluate design review and building permit coordination
13. Consider zoning district updates to support diverse housing, mixed
uses, and intensity of use
14. Consider provisions for urban agriculture and water conservation
15. Clarify ADU density standards
16. Update zone edge transitions
17. Consider allowable mechanical rear setback encroachments for
accessory buildings (heat pumps/AC)
18. Consider additional flexibility for usable open space
19. Review street improvement standard relative to Level of Service
requirements
20. Review alley standards
21. Review transportation pathway materials criteria
22. Review utility easement requirements
23. Review watercourse setbacks
24. Update parkland design standards and access requirements
25. Address parking as part of overall transportation management
26. Update lighting standards and graphics
The Sustainability Citizen Advisory Board will be asked to help prioritize
areas of the UDC that align with the Climate Plan. Board members should
come prepared to discuss areas that will help achieve the City's climate
goals. It is anticipated that the Sustainability Citizen Advisory Board will
provide a formal recommendation to the City Commission at a future date.
