Transportation Board, City Staff, and Commissioners,
The importance of a road and multiuser pathways cannot be overstated on Fowler. We thepeople have been waiting for a very long time for easy and safe north/south access from
Valley Center all the way to Campus on the West side of town with all modes of traffic. Thestaff has come up with a good solution to preserve nature and the residential character of the
neighborhood.
GAP (Galla10 Alliance for Pathways) and the majority of its 1,789 members are in fullsupport of this project as proposed.
We request that at the public meetings Staff further explain in presentations:
1) that there is no normal budget for building new pathways without a road attached.
2) that the parks and trails money can only go to maintaining trails - not building them
and this footpath is not a sanctioned City trail in City right-of-way. In fact it is inCounty jurisdiction.
3) Please explain how the road is needed for affordable housing developments that will
be built along Fowler in the near future and how developers need to help fund theproject. This is a safety necessity. Developments can not be land locked and need
several entrances for safety.
4) Why this road is important for public safety responses.
5) What the data is behind the need for this road.
6) Who owns and maintains the existing trail.
7) Why this is important now.
