HomeMy WebLinkAbout20220713 - Sustainability Advisory Board - PDZPlanned Development Zones (PDZ) & Sustainability July 13, 2022 •The City of Bozeman has held two public meetings to repeal Planned Unit Development (PUD) standards and replace it with Planned Development Zones (PDZ) Under Ordinance 2104 •Use is voluntary •Applicants can apply for a PDZ process to gain additional flexibility in code, in exchange for providing certain public benefits •A PDZ creates a new custom zoning district and associated land development standards that apply to that site •Based on Commission approved priorities and plans, staff identified the following public benefits for the purpose of the PDZ: •Affordable housing•Protection of historic structures•Sustainable design•Large developments 2 Planned Development Zones Sustainable / Resilient Design •PDZ application must propose project, site, or building design features demonstrated to achieve two or more of the following reductions in resource consumption or trip generation when compared to those levels anticipated for developments of a similar type under the reference base district: •A reduction in water consumption of at least 25 percent; or •A reduction in non-renewable energy use of at least 25 percent; •A reduction in average daily motor vehicle trip generation of at least 25 percent; or •A combination of reductions in the above providing at least an equivalent sustainable/resilient development benefit to the city. 3 Sustainable / Resilient Design •Reductions achieved through: •Water Conservation –Installation of city approved high-efficiency water-using fixtures, appliances, products, and/or low water use landscaping exceeding applicable federal, state, and local minimum water use efficiency standards •Non-Renewable Energy –Building efficient electrification, energy efficiency, onsite renewable energy, and electric vehicle service equipment •Motor Vehicle Trip Generation –Multimodal trip generation standards established by the Institute of Transportation Engineers, special assessment per trip generated to fund TDM/mobility, and level of service relaxation for installation of shared use paths 4 Public Benefit of Reducing Non-Renewable Energy in the Built Environment •57% of Bozeman’s emissions from commercial and residential buildings •Bozeman Climate Plan: •100% Net Zero Energy Construction by 2030 with 5% annual ramp-up •100% Net Clean Energy by 2030 •Building codes and building inspection critical to achieving Climate Plan goals •2012 IECC ~ 30% efficiency gains •2018 IECC nominal efficiency gains •2021 IECC 4-10% efficiency gains •PDZ criteria related to building code metrics and standards of EUI and ERI 5Energy Efficient Codes Coalition: https://energyefficientcodes.org/iecc/ Key Metrics •Energy Use Intensity = Energy Utilization Intensity = kBtu/sf/year •Used in IECC Appendix CC Zero Energy Commercial Building •Energy Rating Index (ERI) •Used in IECC as residential building compliance path •ERI Score where 100 = 2006 IECC and 0 = Net Zero Energy Home •Under the 2021 IECC, a code home in Climate Zone 6 would receive a score of 54 6 Non-Renewable Energy PDZ Efficient Electrification Project area served with electric utilities only Energy Star heat pumps used as primary source for heating/cooling and water heating Awarded full 25% for completion Building Energy Efficiency Commercial Reduce the standard reference design Energy Utilization Intensity (EUI) *Based on 2021 IECC code requirements and Appendix CC Zero Energy Commercial Building Provisions Awarded the % reduction from the EUI (submitted using approved energy simulation tool by approved 3rd party) Residential Reduce the standard reference design Energy Rating Index (ERI) *Based on 2021 IECC Energy Rating Index Compliance Alternative Awarded 1% for each ERI point reduced (submitted by approved 3rd party) On-site Renewable Energy Commercial Reduce the (EUI) with on-site renewable energy *Based on 2021 IECC code requirements and Appendix CC Zero Energy Commercial Building Provisions Awarded the % reduction from the EUI (based on standard reference design EUI or energy analysis EUI) Residential Reduce the ERI with on-site renewable energy *Based on 2021 IECC Energy Rating Index Compliance Alternative and Appendix RC Zero Energy Residential Building Provisions Awarded 1% for each ERI point reduced (submitted by approved 3rd party) EV Service Equipment *cannot be completed alone to reach 25%, it must be paired with another pathway Install Level 2 EV Service Equipment (EVSE) Awarded 2% per EVSE Performance path Flexibility to demonstrate compliance without energy simulation Prescriptive path Unified Development Code Site Orientation EV Ready/ EV Installed LID H2O Conservation Local Food Recycling/ Compost Planned Development Zone (PDZ) Affordable Housing Historic Preservation Sustainability Transportation Water Conservation Non-Renewable Energy Electrification, Efficiency, Renewables, EV Charging Building Code (IBC -> IECC/ASHRAE) Solar-Ready Residential Solar-Ready Commercial Zero Energy Commercial (prescriptive or performance) Base code+ Onsite/offsite RE EE + Onsite RE EE + RECs Unbundled Green Tariffs or vPPAs (need utility cooperation) Model HOA Covenants Electrification Campaign CPACE TIF Sustainable Design in Development Code and Building Code Guiding Question Do the options within the Sustainable/Resilient Design PDZ adequately address our most significant opportunities to reduce greenhouse gas emissions and enhance community resilience?
