B. PUBLIC COMMENT #1 22
Limited to any public matter within the jurisdiction of the Bozeman Area Transportation 23
Coordinating Committee not on this agenda. Please limit your comments to three minutes. 24

1. PTS used to be involved in speed studies which was handy so the public could be 28
aware of when studies were taking place so that they could comment. Please find a 29
way of notifying the public. 30
2. Valley Center Spur – I spoke at the last County Road Matters meeting about Valley 31
Center Spur issues with the public ignoring the stop light prior to the rail tracks 32
when traveling North on the Spur. The MDT Transportation Commissioner attended 33
that meeting. The County Commissioners also noted how it is a dangerous situation 34
and people actually end up blocking the railroad. The issue of people moving to the 35
forward stop bar occurs because you can not see the “wait here” sign while waiting 36
at the first stop bar in front of the tracks. You then look up and see a red arrow 37
pointing at a red circle only a few feet away with a stop bar at Frontage Road. Since 38
there is no-one waiting at the forward stop sign, you think the red arrow is telling 39
you to move forward to the red circle. So you move forward. Then you are able to 40
make a right turn on red - which is very dangerous and has been know to cause 41
deaths. This is a liability situation that needs to be addressed to prevent a serious 42
crash. 43

• What was considered- Existing & projected conditions, Traffic, Safety, 60

The motion was approved by a unanimous vote. 67
Tabling the Vice chair until the next meeting 68

D. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES 71

1. Transit Committee 74 Sunshine- Short staffed –Suspension of services due to COVID. 75
2. Gallatin County (Commission, Planning Board, Road Department) 76
Levi-Winter operations- managing and getting through the transportation update. 77

3. City of Bozeman (Commission, Planning Board, Engineering Department) 79
Taylor-Griffin drive will resume in March or April should finish up this summer. Kagy Blvd. 80
ongoing- Bridger drive and story mill drive in construction this summer. Roundabout at 81
cottonwood and Baxter. Large development projects. S university project – Stucky and 19th 82
and Kagy. Blackwood road and 19th. Buffalo run coordinating with the county. Winter 83
operation- short staffed. 84

Dave gates- 2022 season projects- construction phase I-90 Manhatten to Belgrade-90
completed this year. Gallatin county VMS project- construction Spring 22- headwater rest 91
area- legal issues has been resolved so it is now on schedule. Maintenance projects. Bzn hill 92
ditch cleans, chip seal project, Logan dump road chip seal project, luminaire project. Cares 2 93
money that DOT got. Luminaire heads will be updated to LED by 2023. 94
Bozeman area in design phase- Gallatin Gateway US-191 two left turn lanes- land owner 95
negotiations. Installation of road warning signs. Cable rail project- 96
N 7th Ave intersection improvements with traffic signals and turning lanes. Seal and cover 97
project. Cares 2 funding project. N 7th and griffin Drive project. 98
Kagy Blvd. project- S 19th to Willson- Consultant has recently got it under contract. 2026 99
Belgrade Urban Improvements. Widening Jackrabbit to 5 lanes. Just under contract. Very 100

The City is the signatory advisory on this. City has 8, county has 5, MDT has 2, ??? 113
Ralph would like to move to add the County chief of staff to the voting membership list. 114

Chair makes a suggestion. Take recommendation from today for revisions to MOA. 116
Taylor will add Ralph’s recommendation. 117
Levi agrees with Taylor and appreciates his approach. 118

Ralph- make it clear in by-laws- Only one vote per person. 120

Sunshine- Would create an even number on the board if we add the county. 123

Taylor - With Dan’s departure we know longer have a quorum. 126

Mitch- Replace Planning board with the community development board. Recommend if 128
we remove city planning board that we remove county planning board. 129

Dan Martin-If they don’t show up to meetings we are making it harder to form a 131
