PUBLIC COMMENT #1 43 Limited to any public matter within the jurisdiction of the Bozeman Area Transportation 44 Coordinating Committee not on this agenda. Please limit your comments to three minutes. 45 46 47 Marilee Brown – Safer Bozeman 48 1. Would like the public be notified for speed study 49 2. Valley Center Spur – Road Matters- Cannot see signs to the right- Would like to see 50 red arrow changed to red circle. Would like to prevent something from happening 51 here. 52 Don Jackson-Concerned citizen 53 • West Griffin Drive to add to the State highway systems- Multiple Benefits 54 55 C. MINUTES – October 27, 2021 56 Dave Gates made a motion to approve the minutes. 57 Anna Bentley second the motion 58 Ralph Zimmer abstained since he has not seen the minutes 59 The minutes were approved by a unanimous vote. 60 61 Presentation from Scott Randle with Robert Peccia. 62 Greater Triangle Area 63 • Providing a blueprint for guiding transportation investments based on system & 64 user needs. 65 • Planning process-Review, inventory, forecast, analyze & recommend. 66 • Study Area-Four Corners, Belgrade, and Bozeman, extended south to Gallatin 67 Gateway. 68 • What was considered- Existing & projected conditions, Traffic, Safety, 69 Infrastructure, recommendation to help county. 70 71 72 Election of Officers- 73 Dan Martin made a motion to keep Taylor Lonsdale as Chair 74 Levi seconded the motion 75 The motion was approved by a unanimous vote. 76 Tabling the Vice chair until the next meeting 77 Marcy Yeykal will remain as recording Secretary with Trey Reinhardt as a backup. 78 79 D. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES 80 (Members of the TCC who sit on other related committees, are invited to report on such 81 activities that are of interest to the full TCC) 82 1. Transit Committee 83 Sunshine- Short staffed –Suspension of services due to COVID. 84 2. Gallatin County (Commission, Planning Board, Road Department) 85 Levi-Winter operations- managing and getting through the transportation update. 86 87 3. City of Bozeman (Commission, Planning Board, Engineering Department) 88 Taylor-Griffin drive will resume in March or April should finish up this summer. Kagy Blvd. 89 ongoing- Bridger drive and story mill drive in construction this summer. Roundabout at 90 cottonwood and Baxter. Large development projects. S university project – Stucky and 19th 91 and Kagy. Blackwood road and 19th. Buffalo run coordinating with the county. Winter 92 operation- short staffed. 93 4. Bicycle Advisory Board 94 None 95 5. Pedestrian and Traffic Safety Committee 96 None 97 6. Montana Department of Transportation 98 Dave gates- 2022 season projects- construction phase I-90 Manhatten to Belgrade-99 completed this year. Gallatin county VMS project- construction Spring 22- headwater rest 100 area- legal issues has been resolved so it is now on schedule. Maintenance projects. Bzn hill 101 ditch cleans, chip seal project, Logan dump road chip seal project, luminaire project. Cares 2 102 money that DOT got. Luminaire heads will be updated to LED by 2023. 103 Bozeman area in design phase- Gallatin Gateway US-191 two left turn lanes- land owner 104 negotiations. Installation of road warning signs. Cable rail project- 105 N 7th Ave intersection improvements with traffic signals and turning lanes. Seal and cover 106 project. Cares 2 funding project. N 7th and griffin Drive project. 107 Kagy Blvd. project- S 19th to Willson- Consultant has recently got it under contract. 2026 108 Belgrade Urban Improvements. Widening Jackrabbit to 5 lanes. OLD BUSINESS 117 None 118 F. NEW BUSINESS 119 a) Discussion on Bylaws & Agreement 120 121 The City is the signatory advisory on this. City has 8, county has 5, MDT has 2, ??? 122 Ralph would like to move to add the County chief of staff to the voting membership list. 123 A second- None 124 Chair makes a suggestion. Take recommendation from today for revisions to MOA. 125 Taylor will add Ralph’s recommendation. 126 Levi agrees with Taylor and appreciates his approach. 127 128 Ralph- make it clear in by-laws- Only one vote per person. 129 Taylor will include in the MOA or discussion in by-laws 130 131 Sunshine- Would create an even number on the board if we add the county. 132 133 Ralph-The group will not vote on bylaws today. 134 Taylor - With Dan’s departure we know longer have a quorum. 135 136 Mitch- Replace Planning board with the community development board. Recommend if 137 we remove city planning board that we remove county planning board. 138 139 Dan Martin-If they don’t show up to meetings we are making it harder to form a 140 quorum. 141 A voting member can designate a proxy to attend the meeting. 142 G.
