Thank you for your public comment. It is included in the records and provided to all reviewers, the
applicant, and decision makers. Note I have cc’d ‘Agenda’ to ensure it makes it into the records. Also
in response to your question about not getting a letter, there was an error in the mailings and they
were not adequate. The public notice period has been extended until July 1 and new mailing have
been sent to all properties (and condominiums) within 200’ of the project site.

Dear Lynn,
My name is Jean Ballantyne and I live at 4209 Palisade Drive, Bozeman, MT 59718. I am a
professional person in retirement who bought this property in January 2017. I chose this home
because of the way the condo association manages the properties, assuring it is well-kept so that our
property values are not damaged.
Please consider this my written testimony about the proposal from Six Range Condos (application
21-235). I will begin by saying that the proposed project plans to be directly behind my own condo.
There is a multiuse path behind my condo which will be adjacent to this new proposed project.
Although I have received nothing in writing from the developers, I noticed a sign about the proposed
development on the opposite side of the land which borders Babcock Street. Why hasn’t the
developer made me or others within 200 feet of the project aware via mail of the progression of his
proposal?
The Board of Directors of Cottonwood Condos has tried to keep its residents informed and I agree
with all of the input they have so far provided you. However, I have some other things to say.
I am not against housing development. Nor am I concerned about losing a view. I am against this
proposal because of the height of the buildings which will loom over our community and devalue our
property. I have looked at the Bozeman City Standards and the Bozeman Community Plan. On page
20 it states, “ The needs of new and existing development coexist and they should remain in
balance; neither should overwhelm the other.” Clearly, the Six Range Proposal will overwhelm my
own property and that of others in the Cottonwood Condo community.
Furthermore, this project should conform to RO zoning regulations. The intent of RO “is to provide
for and encourage the development of multihousehold and apartment development …that would
blend well with adjacent land uses.” Please note that there are NO other 4 story buildings in this
neighborhood. This zoning regulations exists to protect the already existing residential
neighborhood and blend well with it. The Six Range proposal is NOT in scale and harmony with what
is already here. It is neither compatible or sensitive to the immediate environment of the site.
Secondly, I am very concerned about noise and light pollution. The proposed huge parking lot is in
the south of the Six Range property which faces the back of my condo and others on Palisade Drive.
With a lack of garages, the large number of vehicles with their engines starting and running,
headlights glaring is terrible. It will ruin the peace and quiet in my own home. I doubt that anyone
in Bozeman would want such a thing against their backyard. I sincerely believe this parking lot will
devalue my property and that of others on Palisade Dr. I ask you, “ how is this compatible with the
neighborhood?” Please ask the developer to redesign the parking and NOT make it one big lot close
to Palisade Dr.
Finally, I am not questioning the developers desire to develop their property. However, the height
of the buildings (4 story) , lack of garages and the huge parking areas with noise and light pollution
are absolutely incompatible with this neighborhood. In fact, it is incompatible with the zoning
regulations.
