Project Description: Pre-application meeting for advice and comments for proposed construction of an
80’ x 108’, 18’ tall structure for baseball hitting
Site: Bucks indoor hitting facility construction, 901 N. BLACK AVE.
IMES ADD, S06, T02 S, R06 E, ACRES 64.731, PT OF BLKS 3 & 4 & ALL BLK 5-13 & 16-27 PLUS VACANT STREETS & ALLEYS LESS TRACT A, PLAT C-41-D
Applicant Questions
Submittal and Review Process and Timelines
• Must follow City’s zoning, subdivision code
o Unique element – provision allows Gallatin County as a governmental agency to take
exemptions from certain zoning provisions only See the Montana Code Annotated MCA
76-2-402.
o Agency exemptions: landscaping, parking lots, and other zoning only provisions
You have to identify where you may qualify and apply for exemptions to each
individual specific City of Bozeman standard that the agency wants to not
comply with.
Montana Code of Annotated requires a hearing by the City Commission and
notice to the public if agency exemptions are proposed with your application.
• Any new building automatically triggers a Site Plan application on the County Fairgrounds
property.
o Any new square footage
• Will need to do some stormwater work, compliance with sidewalk standards, parking
o Planning will need to follow up with parking standards – county fairgrounds parking,
cautious when making new buildings – ADA is triggered by building code
o Will need sidewalk to the building, pedestrian connectivity, landscaping, drive aisle for
bus parking, curb, gutter, and paving.
o Standards for blank walls and thickness of metal are required for building design
standards in Article 5 of the Bozeman Code.
o Design of building need to comply with building standards in 38.530 BMC.
• Site plan, improve area around building, sidewalks – will need to scope this more and how the
building is used
o Come up with 30% designed plan, general site layout, submit to City a concept plan
Feedback will be provided to you from all City departments
Can request Agency Exemption for building design as it is a zoning
requirement.– requires notification/ public noticing

Concpet plan process takes about 4 weeks
o If you don’t want to do the concept plan review – you can submit Site Plan
Need to request a Concept review Waiver and submit with your Site Plan –
reach out to Diane Tolhurst
Agency exemptions may need to included – you will need to design your site
and submit which exemptions you qualify for based on the Bozeman Municipal
Code, make sure it’s Zoning oriented
Takes about 12 weeks – formal comments come back in 4 weeks, notice period
(15 days), includes correction loop
Do your best to finish out the Site Plan application checklist
Fees based on building size
Stormwater
• Stormwater – Look at Engineering stormwater design code standards
Building
• For accessibilities check out Section 11.10 in the building code (IBC) – recreational facilities
• Building will offer building corrections at plan review – If there are specific questions, provide
them to Diane to get over to Building

identify all possible issues during a pre-application meeting. We try to identify critical path issues at
this time. You are required to design the project to meet the requirements of the Bozeman Municipal
Code.
