Departure Request – 10‐foot Block Frontage Landscape Buffer
Dear Susana:
The subject property is located at the southwest corner of the intersection of Nikles Drive and Evergreen
Drive. The proposed site improvements will involve construction of two office buildings and associated
parking. The subject property is within the M‐2 zoning district and is designated as “Other” Block Frontage
along both Nikles Drive and Evergreen Drive. The “Other” BF requires a 10‐foot landscaped buffer
between the street and off‐street parking areas meeting the standards of BMC 38.550. The purpose of
this memo is to request a departure from the block frontage landscape buffer requirement to allow for a
reduced setback from the property line.
A site plan application was previously submitted, and comments provided. A departure request was
submitted as part of the previous application. The original departure request intended to use the existing
landscape area located between Evergreen Drive and the subject property to meet the landscape
screening requirements. Comments from the City indicated that for safety purposes, the existing
landscaping did not adequately screen headlight glare from parked vehicles. The departure request was
conditionally granted with the condition that an adequate landscape buffer would be provided on the site
to accommodate a densely planted Evergreen vegetative screen. As part of the condition, the plantings
were required to be Evergreen shrubs at least 4‐ft in height at planting and densely planted to screen
headlight glare from on‐coming motorist on Evergreen drive.
The landscape architect had concerns about the difficulty/feasibility of meeting the 4‐ft planting height
requirement noted in the conditional approval. A new alternate design has been proposed and is
discussed further below.
Departure Narrative:
Evergreen Drive is entirely within the M‐2 industrial zone and is classified as a private street with public
access. An existing landscape area consisting of an approximately 10 to 15‐ft wide landscape bed is
located along the site’s frontage with Evergreen Drive. The existing vegetation consists of mature ash,
evergreen, and conifer trees. The proposed parking lot is set back 3‐ft from the east property boundary
and is approximately 20‐ft from the Evergreen street surface at its nearest location. A 4‐ft tall vinyl fence
is proposed to shield the parking lot from the adjacent road. The fence will be located on‐site, 2‐ft from
the proposed parking lot curbing to provide space for vehicle overhang. We feel that the intent of the

required 10‐foot block frontage landscape buffer will be accomplished via the existing landscaping and
any improved landscaping within the street right‐of‐way. To mitigate the previously noted concerns of
headlight glare, a 4‐ft tall opaque fence is proposed along the east edge of the parking lot. Both the
existing landscaping and proposed fence create a visual transition between the street and the site’s
surface parking lot and properly mitigates headlight glare onto Evergreen Drive.
We anticipate that approximately 9 trees will need to be removed from the existing landscape area due
to poor health (trunk splitting) or conflicts with the proposed improvements (drive aisles and associated
grading). The existing landscape edging, fabric, and mulch will be removed and replaced as part of the
landscaping improvements. Any areas disturbed by grading will be reseeded.
An exhibit demonstrating the existing extents of landscaping and proposed fencing are included with the
departure request. The proposed landscaping plan (including additional improvements to the landscaping
within the street right‐of‐way) is also included.
