Honorable Bozeman City Commissioners, City planners, and Transportation Advisory Board Members:
In addition to my comment pdf that I sent to you yesterday via email, I would like to add the following comment:
When community members have expressed alternative designs ideas for the proposed Fowler Avenue
connection project, we have been met with statements from planners and consultants that “this plan has
already been on the books for decades.” To this, I would like to remind the city commission, city staff, and
consultant that other city plans and codes have been changed in the past and even recently.
For example, the city had a massive expenditure that went into changing the Neighborhood Conservation
Overlay District in 2017, at about the same time the Transportation Plan was being updated. It was very hard
for citizens to keep up with all the simultaneous plans updates occurring during that time.
In 2015 there was an addition made to Subchapter 4-B Guidelines for the B-3 Commercial Character Area.
This is the change that allowed the luxury condos/apartments/hotels/ etc downtown.
So, we know that plans, codes, zones, and guidelines do change and can change.
