TO: Transportation Advisory Board Members and City Commissioners;
RE: Fowler Avenue Connection Project
Please accept this public comment on the Fowler Avenue Connection.

The public input portion [of the Fowler Avenue Connection Project] is
disregarding any public input which supports:
- not building this connection and/or
- constructing a simple two or three lane roadway
- building-improving wildlife/plant habitat
- saving the wetlands
It is a public disservice, boarding on fraud, for the City [and Project
Contractor] to disregard public input [comments] which:
- advocate for not building this roadway
- advocate for building a bike and/or trail
- advocate for saving the wetlands
- advocate for a simple two lane road
- advocate for not connecting roads, like Cascade, to the Fowler extension
[so the City is not creating E-W traffic in neighborhoods]
It is deceptive and fraudulent for the City to claim the Fowler Avenue
Connection citizen input process included all public input. Why did the
City/Contractor disregard comments from meetings, field trips, open houses
and comments posted on Engage Bozeman, which did not comport with
their proposals for three and/or five-lane with median roadway?
The reality is many public comments:
- against the project and/or
- to build trails instead of roads and/or
- to build a simple two or three lane road
- to save the wetlands
are/were disregarded. Clearly, no comments against the project and/or to
build a trail and/or to build simple two-three lane roadway, etc., are
reflected in the public comments published to date.
If the City is being honest, it will restart the scoping-planning process for
this project and insure that all public comments - in all documents - which:
- do not want this road extension built and/or
- which want a trail and/or
- which advocate for saving the wetlands and/or
- which want the road constructed as a slow-speed simple two-three lane
roadway
- which do not want side-streets connected to Fowler
will be incorporated into the scoping-planning process.
As it stands, the City is trying to claim all public input supports a three or
five lane roadway, with a median - and that, simply, is not the truth.
Plans can change. Just because a plan exists does not mean that plan is
relevant and/or correct in 2022.
Creating a major three-lane and/or five-lane roadway with a median, will
result in:
- making it difficult/dangerous for pedestrians to walk across Fowler (wide
streets are not neighborhood friendly)
- loss of wetlands (which greatly enhances the livability of a neighborhood)
