RECOMMENDATION:Provide feedback to the design team on design considerations and plans for
the upcoming Community Open House events.
STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a
wide variety of actions, the development of sustainable and lasting housing
options for underserved individuals and families and improve mobility
options that accommodate all travel modes.
BACKGROUND:The Community Engagement process is well underway for the Fowler
Avenue Connection Project. The Transportation Board was identified as one
of eight Focus Groups. The Fowler Avenue team will have a presentation
introducing the project and leading the Board through discussion of the
different design decisions that they are looking for input on through the
community engagement process. The team will also report out to the Board
on what they have heard so far in the other focus group meetings. Finally,
the team will outline the plans for the upcoming Community Open House
sessions. The team wants feedback and ideas from the Board on the plans
for the open house events. The team is looking to gather ideas for ways to
best engage the community through the open house events. These events
will be the final engagement sessions prior to the pre-design presentation to
the City Commission.

RECOMMENDATION: Maintain current permit rates for the University Residential
Parking Permit District due to increasing permit purchases and reductions in
expenditures.
BACKGROUND: City of Bozeman Parking Division staff held community
engagement session with residents of the University Residential Parking Permit
District (RPPD) and the Bozeman High School Permit District during Winter 2021.
At the time, residents asked for more transparency in the budgeting process for
permits in their districts.
Staff proposed formulating a new budget for how permit fees are allocated to cover
expenditures in the district. The permit fees would only cover the costs of
administering the district, not the cost of enforcing the district. Using permit fees for
administration and citation fees for enforcement is considered best practice in the
parking industry.
This year is the first year staff prepared a new budget for the district. It is included
in the packet for the Board’s consideration.
RESIDENTIAL PARKING PERMIT DISTRICT FEES: Staff is recommending the
Transportation Advisory Board leaves permit fees unchanged for FY2023. As
reflected in the budget presented, permit sales exceeded staff’s initial estimates for
the 2021-2022 permit cycle.
The increased sales of permits was a welcome development. For several years
before, staff had tracked declining permit sales. The uptick in permit sales is
attributed to a well organized neighborhood association that assists in promoting
permit sales, finance staff distributing renewal notices in a timely manner, and

parking enforcement officers providing consistent enforcement in the district
especially when permit renewals occur.
For the cost side of the budget, staff included personnel costs for the parking
manager and finance staff who administer the district. Parking staff process more
than 2,000 applications for parking permits in only a few weeks during renewal
season. Additionally, staff routinely assists residents with parking holidays, permit
renewals, and anything else that might arise in relation to the district. Finally, costs
also include postage related to mailing the renewal notices and a portion of the
insurance and internal overhead costs the parking division incurs.
Staff was able to eliminate the cost of a subscription fee for the software used to
administer permits through the transition to Passport. The fee for permits is now
included at the time of permit sale in a convenience fee of $1.75 for permits
renewed on an annual basis.
CONCLUSION: Staff has concluded based on the costs, permit sales, and projected
revenue into next year that the permit fees for both the University Residential
Parking Permit District and the High School District remain the same as last year.
