Attachments: URD Minutes 5-22.pdf Report compiled on: June 16, 2022 3 Downtown Urban Renewal District Board Meeting Minutes May 17, 2022 Attending: Bobby Bear, Emily Cope, Cory Lawrence, Jen Madgic, Marley McKenna, Tony Renslow, Angie Rutherford, Ellie Staley, Nicholas Wickes, Nick Zelver Minutes ACTION: Nicholas Wickes moved to approve the minutes from the April URD board meeting. Nick Zelver seconded the motion. All voted in favor. Action & Discussion Items FY2023 Draft Budget & Work Plan Review Ellie presented the FY23 work plan and budget highlighting the DBP management fee to be increased by 7%, including the Fire Station One project of $1.6 million, including $200,000 for alley improvements, $1.25 million for structured parking site plans and bids. The board made comments about the grant programs offered, and for staff to find the dollar amount that makes them impactful and used by the community. The board asked for an update on the progress of the development at Fire Station One and to receive a copy of the deed restriction when it is available. Ellie provided narrative surrounding the next phase of the transportation plan work that will include pedestrian safety items on Mendenhall and Babcock. Ellie stated that the budget will be presented at the June 14th City Commission meeting for final approval. ACTION: Bobby Bear moved to approve the presented FY23 budget. Nicholas Wickes seconded the motion. All voted in favor. Attachments: DBP Monthly ED Report 6-22.pdf Report compiled on: June 16, 2022 6 Downtown Bozeman Partnership – ED Report June 2022 URD Updates: • Parking Garage Site Update: The URD Term Contract Team has developed 3-D renderings of the County Courthouse and Health Department sites to present to the interested County Administration. The County is supportive of the idea and is willing to discuss trade options. The federal building has been brought back around and there are state officials that have shown interest in supporting but, the lengthy timeline continues to be an issue with this location • Paid Parking Update: The city is intending to bring the idea of a Paid Parking Program back to the Commission as a work session with hopes for their approval to move forward. There were several homework items they were instructed to accomplish before bringing back to the commission. Including; more data on an employee parking program, an MOU for a garage 2.0 site, more public engagement and more financial information on infrastructure needs. Most of their work has taken place and we expect they will return to the commission towards end of summer. DBP staff will be ready to engage all the DBP boards on next steps for our involvement and input. • Alley Project: We continue to progress with this project. TD&H are currently doing a full alley survey above and below ground. This will provide information for Design 5 to put together their final design package for approval to include; details for landscaping, utilities, signage, photometric plan and more. They will be conducting a full alley survey through the spring to provide us with the design package. In the meantime, Susan will be completing the necessary application and permitting process. General Downtown Updates: • Cache Perdue is our new Program Director: her first day of employment was Monday, June 13th. • DBP FY2023 Budgets/Work Plans: All three individual budgets; BID, URD and DBA have been formally approved. DBA at their May meeting and BID and DURD by the Commission on Tuesday, June 14. Ellie will schedule a time in July to meet with the PMC to do a full year-end review. We will do the same at the July or August individual board meetings, • Downtown Tree Replacement: This work has begun by Greenspace landscaping. They will grind and replace 5 while the city completed the other 6. We will update businesses during the construction happening in front of their business. City of Bozeman/Community Updates: • City Commission Meeting – Tuesday, June 21 at 6pm – 6-month calendar: Calendar | City Of Bozeman • Unified Development Code Edit (fall 2022): The City of Bozeman will be performing a Unified Development Code Overall Update over the next year. The RFQ (RFQ - 2022 Unified Development Code Overall Update | Bids RFPs RFQs | City Of Bozeman) to hire a firm to take on the project with much involvement from city staff and the Bozeman community closed March 25. DBP staff to keep all board updated on this process and the edits that directly affect our downtown area. 7 • Engage BZN: This is a new online space for all of the projects that the City is seeking to get the word out about and to get your input on. Development review completed and final site plan approved. • North Central (20 North Tracy)—Mountain View & Medical Arts buildings, phased master site plan development proposing a total of 9 new mixed-use buildings, associated parking, open space and infrastructure.
