RE: 21241; The Cottages at Blackwood Groves Site Plan Review by the Bozeman Community
Development Board, acting as the Bozeman Design Review Board, on June 6, 2022.
Dear Folks:
As you are aware, the City’s Community Development Board (CDB) met yesterday evening to
discuss the design of the above-referenced site plan application pursuant to the Bozeman
Municipal Code (BMC) Section 38.230.040. The Board voted unanimously to approve the
following Motion:
“Having reviewed and considered the application materials, public comment, and all the
information presented, I hereby adopt the findings presented in the staff report for site
plan application 21421 for the Blackwood Groves Cottages and move to recommend
approval of the site plan, subject to recommended conditions and all applicable code
provisions.”
Overall, CBD Board Members stated that the project reflects a good design for the Site and
buildings and the buildings provide interesting designs. The Board expressed appreciation for
the architectural variety of the houses.
Below please find a brief summary of Board Member comments on the proposed site plan.
Please forward these comments to relevant members of your design team. If you wish to
discuss the CDB comments with Department staff, please let your Development Review
Coordinator know and she can schedule a TEAM meeting with the appropriate staff. If you
intend to incorporate some of the CDB suggestions into the project design, please let me know
so we can assist you in submitting amendments for our review through Project Dox. As noted
at the CDB meeting, we will need copies of the revised building elevations and open space
plans to review for code compliance and then to include in the staff report to the Director.
Please submit those as revisions in Project Dox.
To date, there has been no public comment and the public notice period ends at close of
business today. This summary will be sent to the Director along with the staff report for the
project when the application is deemed complete. The Director will take the following
information into consideration for her decision to approve, approve with conditions or deny the
site plan: (1) Any public comment; (2) the CDB recommendation; (3) any design changes by
the Applicant in response to CDB recommendations; and (4) the staff report containing Code
compliance evaluations. The Director will consider all matters of record presented with the

application and when the staff evaluation is complete and presented to the Director, she will
make her decision.

21241, the Cottages at Blackwood Groves
Susana Montana, Community Development planner, presented a slide show presentation
describing the Site, its context within the Blackwood Groves Master Plan/proposed
neighborhood, and described the proposed development and staff-recommended conditions of
approval for the project.
Mr. Matt Hausauer and Mr. Robert Pertzborn, representing the Applicant, presented a slide
show describing the design elements of the project and described the reasons and justifications
for the requested reductions in on-site parking spaces.
The Chair called for public comments and there were none.
The Chair asked for a Motion from the Board to begin discussions on the proposal.
Board Member Brady Ernst made the Motion and Board Member Allison Bryan seconded the
Motion.
Some Board Members expressed the following concerns and suggestions for the project:
A Board Member expressed concern about the lack of on-site parking for all residents of
the project. Will the car-sharing program provide sufficient convenience for residents to
live here without vehicles? With the enhanced landscaping allowing parking reductions,
how will the community gardens and other enhanced landscaping areas be managed for
project residents? Will the residents’ use of the additional landscaping features make up
for the loss of parking spaces?
A Board Member commented that the “auto sacrifice” (the reduction in on-site parking)
for residential projects will have a negative outcome for the Site, the neighborhood and
the City.

A Board Member asked why the Applicant chose to provide rental housing rather than
for-sale housing with this project. Another Board Member asked if the rentals would
include long-term rentals or short-term rental units.
A Board Member commented that the project should not use a lot of turf in the
landscaping; he noted that the City has new water well (for irrigation) regulations; he
was concerned with water conservation; he asked about trail circulation plans and
transit options for residents of the project and for the neighborhood.
A Board Member suggested that the Applicant add windows to street and pedestrian-
facing facades of the homes.
A Board Member asked that the Applicant provide direct access to garages for the units
with garages.
A Board Member was concerned that there would not be enough neighborhood-serving
commercial in the area—how close can a resident walk to buy a gallon of milk? Are
there walkable services and goods or would a resident have to drive to such services.
After discussions and findings, the Board voted unanimously to recommend to the Director
conditional approval of the site plan with conditions and code provisions recommended by staff.
