Re application 21479 - Autumn Grove Condominiums
We are writing to object to the planning application for the following reasons.
1. Design - the proposed dwellings are not of a design which is in keeping in scale, character and appearance of the
neighboring houses. All of the dwellings on the East side of Windward Ave and Autumn Grove are one and two story single
family homes. Houses on Vaquero Parkway are one story attached condos with only two attached. The proposed buildings are
large blocks (3 and/ or 4 attached dwellings) which is out of character for this part of the West Winds neighborhood.
2. Traffic - the proposed plan has 205 parking places. That increases the traffic in the area considerably. The current traffic on
Davis and Oak during peak times already causes a traffic jam which backs up at Oak and 19th. Children must cross Oak to get
to Emily Dickinson School. Increasing traffic will increase the danger for them. We live on Hunters Way and since Hunters
Way intersected with Baxter Lane in the last phase, we have seen a significant increase in traffic in front of our home and multiple accidents at the intersection of Hunters Way and Tschache. Most of those accidents were caused by speed and
failing to stop at the stop sign. There is inadequate speed signage as it is, and we have requested for the city to put up Park
speed limit signs with nothing ever being done. The proposed traffic increase will exacerbate this problem and it needs to be
addressed before someone is seriously hurt or killed.
3. Parking - 205 parking places on such a small lot will cause a loss to green space thus increasing heat that the concrete
generates contributing to Climate change in direct opposition to the city’s climate change policy. Increasing on street parking
will change the nature of the neighborhood and may decrease the value of the current dwellings.
4. Zoning- this area is zoned R-3, medium density. The proposal looks to to be R4, high density which is not compatible with the existing neighborhood. While we understand that ownership has changed, most of the families that have purchased houses
in this neighborhood were told during the purchase of their homes that that lot was going to be a church, not high density
multi-family rentals. This was a big deciding factor to many families because of the impact that large scale rentals have
historically on property value and neighborhood appeal and safety.
In conclusion, this project will have a negative impact on the hard working families of the West Winds neighborhood.
