Public Comments Letter for Application: 21479 June 02, 2022 Re: Application 21479 - Autumn Grove Condominiums To Whom it may concern:I am writing regarding the Application: 21479 and the current advancements in the Autumn Grove Condominiumssite planning as it commences. As current residents of the West Winds neighborhood, many concerns have arisen inconjunction with the viability of this area.These proceedings include but are not limited to:Public safety traffic incidentals.ParkingAccessible green spaces.Liability of a higher renter population.The need to hold a Public Hearing on the proposed development. Intending to increase the number of residents of this neighborhood raises unsettlement as this leads to a higherchance of speeding traffic. We already have problems currently with reckless drivers speeding at 40 mph instead of driving at 25 mph on Hunters Way and Tschache Lane. The safety of children and other residents should be of utmost priority. We are requesting a thorough traffic study to be conducted on Windward Ave, Autumn Grove St, Tschache Lane, and Spring View Ct. With this development, there is the potential to add an additional 200 personsand maybe more importantly 200 vehicles to the neighborhood. When we purchased our property the area inquestion was planned for a church. Nothing with this kind of density was planned. With roadways in consideration, automobile parking on-site plan application #21479 insinuates there will beapproximately 205 designated parking spots. Current residents are wary if these guaranteed spots are separateentities to the roadway as there is already a persistent struggle for space on the road. All of the proposed 205 parkingspaces must be inside the development. They should not be relying on street parking on the adjacent streets ofAutumn Grove, Windward, and Winter Park. Lastly, will parking be enforced by the HOA or the City of Bozeman? Furthermore, as this city expands and grows, the inclusion of sustainable development is crucial to biodiversity andrecreational purposes. The Parks Department and the City of Bozeman approved cash in lieu of a park from theOwner-TruNorth Properties. How will the Owner-TruNorth Properties utilize this space instead of green space? The variance of the renter to owner occupancy is concerning to our fellow residents. A higher renter occupancyensures the deterioration of the neighborhood. We would like a limitation on the percentage of renters because ofconcern for the integrity of the neighborhood and would rather have more owner-occupancy than renters. We wouldlike to see a requirement of 80% owner occupancy. This proposed development will have a significant impact on the neighborhood. In light of this, we strongly believethe City should hold a public hearing to get more complete input from the homeowners in Westwinds Subdivision. With the current housing situation in Bozeman, we recognize the need for additional housing units.
