I have concerns regarding Application 21479, Autumn Grove Condominiums site planning.
While I knew the land had been sold, I was not aware of the high density housing that the
land was slated for. It doesn't conform to the design of our neighborhood of one and two
family homes. As a neighbor of this area, and one that will be affected by traffic and large
number of people living there, I would have thought that I would have been notified. While
many of us are for high density housing, I do have concerns that I believe are legitimate
and would like some assurance that they will be considered while the unit is being planned
and not afterwards.
Traffic is a concern: Tschache Lane is already a racetrack, with a high number of accidents
and near misses at Tschache and Hunters Way, even though there is a stop sign there. Ithink there should be a traffic study conducted on Windward Ave, Autumn Grove St,
Tschache Lane, and Spring View Ct., with speed bumps or other speed limiting measuresput into place.
With roadways in consideration, automobile parking on-site plan application #21479 states
there will be approximately 205 designated parking spots. We need to start to haveadequate parking in this city. Only a few of us have only one car, and in a rental property
with a couple of bedrooms, we need to increase the parking spaces to reflect those living inthe units. Let's get our head out of the sand on this one, and begin to plan for real parking
opportunities. We'll soon be like Boston, where people put furniture out in the roadway toreserve their parking spots. Let's work now to keep our city looking nice.
The Parks Department and the City of Bozeman approved cash in lieu of a park from theOwner-TruNorth Properties. This puts additional burden on Dinosaur park, which is lacking
maintenance. Bozeman and the county are woefully coming up short when it comes to
maintaining any of our parks and recreation areas. Is this enough money to upgrade that
park for the additional children coming to the area? If not, the county and the city need to
work together to plan for larger playgrounds for the children, and the Developer should be
part of that solution.
Lastly, the variance of the renter to owner occupancy is concerning. Are these units going
to be able to convert into B&B type rentals? We need real housing in the city, not just
vacation rentals. Let's start to put in measures that limits rental properties to one per owner
type, be that as a single buyer, or an incorporated or LLC entity. Let's start regulating who
can own these properties, and get them into the lives of people who live and work here, not
just the tourists. But while I say that, we also need to enforce upkeep. You can walk in any
neighborhood and point out the rentals - unkept yards and junk. That devalues the rest of
our homes. How is that going to be reinforced to keep our homes from decreasing in
value?
