Dear Commissioners and City Staff- I attended the UDC discussion at last night's Community Development Board meeting (May 16,2022). It was a long and healthy discussion. With so many different opinions and ideasdiscussed last night, I hope all of you that were not in attendance will take the time to review it and continue the discussions well in advance of your June meeting on the UDC departuresordinance. Some of my own reflections about the departures are the following: 1. Middle missing definition- this is on page 145 in the 2020 BCP. It includes many more options than the UDC draft and I believe all options can be designed to be compatible withsingle family homes. The definition should not be narrowed as it will conflict with the 2020 BCP. 2. As the glossary pg 145 illustrates, none of the missing middle illustrations are over 3 stories. This is why R3 is so manageable and why B1 can work in a neighborhood withoutturning into a commercial center. 3. Keeping park and open space requirements intact for all new developments unless propertyis less than one acre and within two blocks of an established park. Do not allow any other departures for open space.4. To support the communities requests for compatibility and incremental density increases, establish incremental zoning requirements so that all infill projects can only go upincrementally in zoning by one level. For example R2 to R3, R3 to R4 etc. 5. Establishing limits in B2-M where there are currently none- building heights and footprints. Right now B3 has more limitations than B2-M, making it possible to have the taller buildings in the outlying neighborhoods. The Summary in the 2020 BCP clearly shows that increasedheights were primarily acceptable in the downtown core, the University district ,, and along N.7th- not the outlying neighborhoods.6. To support the climate plan and livability in the downtown and other densely populated areas, re-establish small park requirements in ALL commercial zoning- even if the parks havepermeable hard material but still allow for a bench and trees. We need these areas to offset increasing temperatures and provide places to interact with nature- also a very strong requestof the community. 7. Take away minimum house size requirements so people can build tiny houses if they wantto or fit more units onto their lot. Add UDC departure that requires all new greenfield developments to include 50%missing middle housing units with 50 % of those no greater than1000 sqft.
