DNRC Seeks Public Comment
The Department of Natural Resources and Conservation (DNRC) is seeking
public comment on a management plan for Minimum Allocation Fund
transfers and reverted water and sewer grants funds.
Transfers & Reverted Funds Proposal Draft
The proposal includes:
1. Establish a November 1, 2022, deadline for Minimum Allocation Grant
applications;
2. Unused Minimum Allocation Grant Funds that are transferred to the
Competitive Grant Program would prioritize viable projects that were
not awarded on the Round 2 Competitive Grant list;
3. Reverted funds from awarded Water & Sewer projects would fund
technical assistance and Competitive Planning Grants for local
governments; and
4. Create an ARPA Irrigation Planning Grant Program with the $1.2
million remaining in the set-aside for the ARPA Irrigation Grant
Program.
DNRC will present the Grant Funds Management Proposal and solicit
stakeholder feedback Thursday May 19, 2022, at 1:00 PM. Please register

To Submit Public Comment
Public comments on the proposed Minimum Allocation Grant Funds and the
reverted Water & Sewer Funds are due May 25, 2022, by 5:00 p.m. to be
compiled by the DNRC and put forth for consideration by the IAC. Public
comments can be e-mailed to dnrarpa@mt.gov.
Public comments will be accepted during the May 26, 2022, Infrastructure
Advisory Commission meeting either in person or via Zoom. Please visit
https://arpa-mtdnrc.hub.arcgis.com/pages/commission-meetings for more
details. The meeting will be streamed live at https://leg.mt.gov/audio-video/.

Zoom. Requests to join the meeting via Zoom should be made by noon,
May 25 by emailing dnrarpa@mt.gov.
The Infrastructure Advisory Commission is responsible for review of
applications for Water & Sewer grants and state capital projects using
ARPA funds. Commission members must certify that the projects are
necessary investments in water and sewer infrastructure, or a qualifying
capital project as defined in ARPA. Their recommendations are submitted to
the governor for consideration.
Infrastructure Commission members include: Chair Sue Vinton, R-Billings,
Vice-Chair Amanda Kaster, Director, Department of Natural Resources and
Conservation; Sen. Doug Kary, R-Billings; Sen. Mike Cuffe, R-Eureka; Sen.
Ellie Boldman, D-Missoula; Rep. Jerry Schillinger, R-Circle; Rep. Jim
Keane, D-Butte; Chris Dorrington, Director, Department of Environmental
Quality; and Rachel Meredith, Council to Governor Greg Gianforte. ARPA
Director: Scott Mendenhall.
