Provisions of the 2021 IECC
Sustainability Advisory Board
May 11, 2022
Why Care about the IECC?
•Energy codes and standards set minimum efficiency requirements for new and renovated buildings, assuring reductions in energy use and emissions over the life of the building.
•Energy codes are a subset of building codes, which establish baseline require
•Code Buildings are more comfortable and cost-
effective to operate, assuring energy, economic
and environmental benefits

Why Care about the IECC?
•57% of Bozeman’s emissions from
commercial and residential
buildings
•Bozeman Climate Plan calls for 100% Net Zero Energy Construction by 2030
•2012 ~ 30% efficiency gains
•2018 nominal efficiency gains
•2021 4-10% efficiency gains

Changes to the 2021 IECC: Residential
•Envelope
•Ceiling R-value increased from 49 to 60
•Systems and Lighting
•100% high-efficacy lighting and controls
•Mechanical ventilation fan efficacy updated to Energy Star v4.0 levels
•Mechanical ventilation testing required
•NO ERV/HRV required for Montana in Climate Zone 6
•Additional Efficiency Package Options (Select One of Five)
•Enhanced envelope performance
•More efficient HVAC equipment performance
•Reduced energy use in service water-heating
•More efficient duct thermal distribution system
•Improved air sealing and efficient ventilation
4
Changes to the 2021 IECC: Commercial
•Adds Thermal Envelope Certificate and Air Leakage Testing
•Improves Envelope:
•Roof assemblies, metal buildings, metal framed buildings, below-grade wall insulation, floor assemblies, doors and windows
•HVAC Equipment & Controls
•Efficiency updated to match ASHRAE and federal appliance manufacturing requirements
•Lighting
•Decreased lighting power allowances by building type and space and adds lighting controls and occupancy sensors
5
Montana Adoption of the 2021 IECC
•Local Building Code Determined by the State of Montana Bureau of Labor and Industry
•2021 IECC Process Started Fall 2020
•The City of Bozeman submitted written and verbal comments encouraging the department to:
•Adopt the 2021 IECC with minimal amendments
•Include Solar-Ready Zone commercial and residential appendices
•Include Zero Energy commercial and residential appendices
•The State is Nearing Final Adoption with Amendments:
•Air leakage rate remains at 4 Air Changes per Hour (ACH)
•Relaxation for duct leakage testing
6
Modeled Savings Estimates: Residential
•DOE Pacific Northwest National Laboratory (Climate Zone 6)
•National Energy Savings Analysis, excluding state amendments:
•Annual Energy Costs Savings –4.56%
•Annual CO2 Emissions Savings –4.52%
•Simple Payback -~8 years
•Montana Energy Savings, including 2018 state amendments only:
•First Year Energy Cost Savings -$171 or 9.0%
•Montana Draft Rule Amendments for 2021 IECC
•Result in less than 9.0% energy cost savings

•Energy burden is the Percent of Household Income Spent on Energy Bills
•MT State Average is 11% and Gallatin County is 7% for Households Below 60% AMI
•11 Counties in MT Exceed 20% for Households Below 60% AMI 8

•Emissions reductions
•Enhanced comfort
•Improved grid reliability
•Increased resilience
•Cost savings from smaller HVAC with reduced heating/cooling loads
•Efficiency never more cost-effective than at the time of construction:
•Limited opportunity for future envelope improvements
9
Additional Benefits Not Quantified
Incremental Cost in Context
•The National Association of Home Builders 2019 Cost survey shows
national total save price of $187/SF
•Incremental Cost for 2021 IECC is ~$1-2.5/SF (depending on study)

Next Steps
•State Adopts 2021 IECC
•Local jurisdictions have 90 days to conform
•Local jurisdictions may adopt and enforce appendices that are included in the State of Montana’s adopted code
•Costs and benefits?
•Timing?
•Electrification Program aims to reduce barriers to Net Zero Energy new construction
