The Ridge Lot 7A Site Plan Resubmittal – Revision Summary

The following is a list of revisions as a result of the SP Completeness Review comments dated October 12th.
1. A waiver request and accompanying traffic calcs have been sent to Cody Flammond in the City of
Bozeman Engineering Department. A copy of the email is attached.
2. Griffin Nielsen with City of Bozeman Engineering has provided confirmation for the CIL Water Rights
(attached).
3. A General Civil Plan that includes the checklist items in this section is included with this submittal.
4. Block frontage classification is shown on sheet C‐4.
5. A bicycle rack detail, ADA parking signage detail, and sidewalk specifications have been provided on
sheet C‐5.
6. Since an additional sheet (General Civil Sheet C‐2) was created with this submittal, minor revisions
were done on sheets C‐2, C‐3, and C‐4 to remove repetitive callouts. The Detail sheet is now sheet C‐
5 (previously C‐4).
7. The Construction Management Plan submitted with the civil document can now be removed from
the submittal, as the General Civil Plan includes all of that information.

I updated the traffic summary to include the peak hour trips. I did consider three different ITE categories, and chose the
most conservative of the three (highest ADT and highest peak hour trips).

For #3 below, you just need to provide a response from engineering that the TIS is waived, same with #4 a response
from engineering is required for the submittal.
For #8, yes the civil plans must match the submittal checklist so a general plan as described in the checklist is
required.
For #9, you just need to show the block frontage designation for the subject lot, not the lot across the street.

Thanks for your review of The Ridge Lot 7A Site Plan (#21400). I left you a voicemail this morning, but I wanted to
summarize and get some feedback to guide the Civil Portion of our response to your comments. Please see my
responses/questions in purple below.
3. Application Set #5, Provide a waiver from the traffic study requirement from Engineering.
a. Response: Traffic calculations were provided with the Site Plan in the document
“CivilSection_100621”. Traffic was already considered with the PUD. We have requested
complete traffic information from the PUD from through the City of Bozeman, but have not
received the Traffic Design Report. However, the submitted building size is equal to the
planned size in the PUD, and will not generate more traffic than what was considered at the
time of PUD submittal. Please advise what additional information you need.
4. Application Set #6, Provide confirmation for the CIL Water rights.
a. Response: We have requested Confirmation of CIL Water Rights from Griffin Nielsen. He
reports that it is in his queue to review, as of 10/19/21.
8. General Civil Plan, Provide a general civil plan that includes the checklist items in this section.

i. Response: The General Civil Sheet was combined with the Utility sheet,
per the note on the City of Bozeman Site Plan Checklist (“The General Civil Plan and Utility
Plan can be combined as long as the plans are not overly congested”). We also included a
Construction Management Plan, which is the back page of the document titled
“CivilSection_100621”. I can create a new sheet if desired, but thought we were able to show
the checklist items ok as described.
9. Site Plan #2, Provide block frontage classification.
i. Question: The Community Development Viewer shows Fallon St. as
Mixed Block Frontage on the north side of the street (the project side), and Storefront on the
south side of the street. Please clarify: do we need to show/consider the south side of Fallon
St., or just the side of the street that the project is on?

The Ridge Lot 7A
Traffic Calculations
Below are the average daily trips and peak hour trips, as calculated using the 8th edition of the ITE Trip
Generation Report.
Office = 11.03 ADT per 1,000 sf
Office = 6,000 sf
Office = 6,000sf/1,000 x 11.03 ADT = 66 ADT
Peak Hour = 9 trips
The proposed 66 ADT is less than the planned ADT per the PUD. The “General Office 710” ITE code was used
in the calculation of ADT and peak hour trips. Two other ITE categories were also considered (Clinic 630, and
Medical‐Dental office 720). Using up to 7 employees, the “General Office 710” category was still the most
conservative (highest ADT and highest peak hour trips) of the three categories, so it was used for this
submittal.

Dear Engineer,
The Site Plan for Lot 7A has been submitted and reviewed for completeness by the City of Bozeman
Community Development Department. During the review, Associate Planner, Danielle Garber, commented
the following:
Application Set #5, Provide a waiver from the traffic study requirement from Engineering.
This purpose of this letter is to request a waiver from performing a traffic study. Lot 7A is part of the Ridge
Subdivision PUD, and traffic was already considered and approved in the PUD. There are no new roads or
parking lots proposed to be constructed with this project. Access to and from Lot 7A will be from existing
Fallon St., or the existing parking lot access lanes to the east. Parking lot lights and pavement markings are
already existing on site.
The Site Plan for Lot 7A includes a 6,000 SF Commercial building, matching the PUD. The drive access was
approved and constructed with the PUD. Traffic calculations, using the ITE Trip Generation calculator, use an
estimated 11.03 ADT per 1,000 SF of office space, for a total of 66 ADT. Traffic calculations are included with
this letter.

Attached is the preliminary CILWR determination for the project as well as the existing credit documentation. As
presented no CILWR fee is required as the existing credit associated with Lot 7A covers the proposed demands. Let me
know when the project has received adequacy and I’ll finalize the determination.

The Site Plan for The Ridge Lot 7A (#21400) has been submitted and reviewed for completeness. I had emailed
you on September 1st requesting confirmation of Cash-in-lieu of water rights. I had not gotten a response, and
followed up with a phone call on or around September 17th, when we discussed the project. I provided you with
our estimated CILWR, and you said to include my email to you in our Site Plan submittal, and you would
follow up with a confirmation.
During the Completeness Review, Danielle commented on the Site Plan that CILWR needs to be confirmed to
continue the review. Can you please provide that confirmation?

Also, is the fee still $6,000/AF?
