He provided background on Resolution 2072, a resolution previously passed by the City Commission to address changes in BMC and State Code. He asked for input on the downtown parking pilot program. He provided data from the scooter companies on trips and parking capacity. BACKGROUND:It was the intent of the Parking Commission to adopt a Resolution outlining additional procedures for the adoptions of a Parking Benefit Zone near the downtown core. At the March 2022 meeting of the Transportation Advisory Board, Staff conducted a work session on Resolution 2022-03 due to conflicting language in the Resolution with the underlying portions of the Bozeman Municipal Code. Staff edited the resolution based on feedback during the work sessions to include a citizen petition process and data as a metric as options for the creation, dissolution, or modification of a Parking Benefit Zone. In addition, the updated resolution as a minimum block area for the creation of any district. Page 1 of 3 TRANSPORTATION ADVISORY BOARD RESOLUTION 2022-03 A RESOLUTION OF THE TRANSPORTATION ADVISORY BOARD ACTING AS THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, TO ADOPT ADDITIONAL RULES OF PROCEDURE FOR CREATING A PARKING BENEFIT ZONE IN THE CITY OF BOZEMAN. Page 3 of 3 APPENDIX A I.Additional Rules for the Creation, Modification, or Dissolution of Parking Benefit Zones in the Downtown Parking District a. As specified in the Sec. 36.04.604 of the Bozeman Municipal Code, the Bozeman Parking Commission may initiate the process for creation, modification, or dissolution, of all, or a portion, of a parking benefit zone in the Downtown Parking District with, or without, citizen request. b. A petition signed by 60% of residences (1 property=1 resident) including owners and renters within a proposed parking benefit zone in the Downtown Parking District can initiate a process to create, modify, or dissolve, all, or a portion, of a parking benefit zone 1 As noted in BMC 36.04.603, if 60% of residents protest the creation of a Parking Benefit Zone, the Transportation Advisory Board acting as the Parking Commission may not propose, modify, or dissolve all, or a portion, of a parking benefit zone for six months c.The Bozeman Transportation Advisory Board, acting as the Parking Commission, will adopt a resolution of intent for the purpose of initiating a process to create, modify, or dissolve, all, or a portion, of a parking benefit zone in the Downtown Parking District. The Bozeman Transportation Advisory Board, acting as the Parking Commission, may initiate the creation, modification, or dissolution of a Parking Benefit Zone based on occupancy data collected by the Department in accordance with industry best practices. d.With consideration of data collected by the Parking Services Division, as required by this section, the Bozeman Parking Commission, will hold a public hearing on the creation, modification, or dissolution of all, or a portion, of a parking benefit zone in the Downtown Parking District. e. A resolution of the Bozeman Transportation Advisory Board, acting as the Parking Commission, designating an area of no less than a two by three blocks of the Downtown Parking District as a parking benefit zone shall describe: 1. The designated public streets area along which parking will be limited to vehicles registered to or controlled and exclusively used by persons residing in the area; 2. Hours of each day and days of each week that the parking benefit zone regulations shall be in effect; 3. The individuals eligible to purchase a permit; 4. Effective dates of annual permits; 5. Visitor permit, transient permit, and paid time limited parking provisions for the parking benefit zone. f.Upon adoption of a resolution by the Bozeman Transportation Advisory Board acting as the Parking Commission designating an area for parking benefit zone parking only, signs shall be erected along the streets identified in the ordinance prior to any enforcement of the parking benefit zone regulations pursuant to section 36.04.090. The parking signs erected shall give notice of the general nature of the parking limitation and shall indicate the hours and days when such parking limitations shall be in effect. 18 Memorandum REPORT TO:Transportation Board FROM:Taylor Lonsdale, Transportation Engineer SUBJECT:Fowler Avenue Connection Project MEETING DATE:April 27, 2022 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Provide feedback to the design team on design considerations and plans for the upcoming Community Open House events. STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a wide variety of actions, the development of sustainable and lasting housing options for underserved individuals and families and improve mobility options that accommodate all travel modes. BACKGROUND:The Community Engagement process is well underway for the Fowler Avenue Connection Project. The Transportation Board was identified as one of eight Focus Groups. The Fowler Avenue team will have a presentation introducing the project and leading the Board through discussion of the different design decisions that they are looking for input on through the community engagement process. The team will also report out to the Board on what they have heard so far in the other focus group meetings. Finally, the team will outline the plans for the upcoming Community Open House sessions. The team wants feedback and ideas from the Board on the plans for the open house events. The team is looking to gather ideas for ways to best engage the community through the open house events. These events will be the final engagement sessions prior to the pre-design presentation to the City Commission.
